Transportation Specialist.
About the Role
You will serve as the principal technical expert on all phases of government travel for military, Department of Defense (DOD) civilian, family members, and invitation travel. As a principal travel specialist and advisor to the Administrative Officer (AO), you will oversee the Defense Travel System (DTS) and Joint Travel Regulations (JTR).
Responsibilities
- Supervise, oversee, train, and guide the daily work of lower-level travel clerks and specialists (GS-6/7).
- Serve as the point of contact for all command personnel regarding travel-related matters.
- Maintain policies as set forth in higher echelon directives and regulations, ensuring compliance with Navy policies for timely submissions and delinquent accounts.
- Handle all accounting and disbursing functions related to Temporary Additional Duty (TAD) orders issued by NAWDC.
- Assist with permanent change of station (PCS) travel requirements and travel claim processing.
Requirements
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees must successfully pass the E-Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
- Retired military members appointed within 180 days of retirement may be subject to restrictions under 5 U.S.C. 3326.
- Males born after December 31, 1959, must be registered for Selective Service.
- Must obtain and maintain a current valid United States driver’s license.
- Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This position may require travel from normal duty station to CONUS and OCONUS locations, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay may be required.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:
- Administering Government Travel Charge Card (GTCC) programs and associated travel systems.
- Reviewing, verifying, and overseeing daily operations for transportation and lodging arrangements for military, DoD civilian, and dependent travelers to ensure seamless global logistics and regulatory compliance.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:
- Assisting with the administrative processing of Government Travel Charge Card (GTCC) applications.
- Ensuring compliance of daily operations for transportation and lodging arrangements for military, DoD civilian, and dependent travelers to ensure seamless global logistics and regulatory compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.
Education
In lieu of general/specialized experience, you may qualify with the following education or a combination of education and experience:
GS-11:
- Successful completion of a Ph.D. or equivalent doctoral degree.
- Successful completion of 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
- Possession of an LL.M related to this position.
- A combination of experience and graduate education that equates to one year of experience.
GS-09:
- Successful completion of a master's or equivalent graduate degree.
- Successful completion of two full years of progressively higher-level graduate education leading to a master's degree.
- Possession of an LL.B. or J.D. related to this position.
- A combination of experience and graduate education that equates to one year of experience.
Education must demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. A transcript must be submitted if qualifying using education.
