TAX ADMINISTRATOR III, EMPLOYMENT DEVELOPMENT DEPARTMENT
About the role
The Tax Support Division's (TSD) Tax Administrator III serves as the Bureau Chief of the Taxpayer Advocate Bureau (TAB). The Bureau Chief provides executive oversight of all functions within the Office of the Taxpayer Rights Advocate and the Management Analysis & Projects Section through subordinate TA IIs and TA Is. The TA III acts as the Department's ombudsman, resolving complex taxpayer and claimant issues in collaboration with executive leadership and external stakeholders.
Responsibilities
- Resolving complex taxpayer and claimant issues in collaboration with executive leadership and external stakeholders
- Advise on sensitive tax matters, negotiate high-profile settlements, and represent EDD in key external partnerships
- Oversee and direct the implementation of mandated legislation and ensure compliance with federal Tax Performance System (TPS) requirements
- Represent EDD before employer organizations, such as the Small Business Employer Advisory Committee, legislators, the U.S. Department of Labor (DOL), the Internal Revenue Service, and other state and federal agencies throughout California
- Possess strong knowledge of the tax program, employer payroll tax reporting responsibilities, and tax liabilities
- Thorough understanding of the California Unemployment Insurance Code; applicable legislation; departmental regulations; and the rules, policies, and employer tax accounting systems related to the four programs administered by the Department: Unemployment Insurance, Disability Insurance, Personal Income Tax, and the Employment Training Fund
Requirements
This position is headquartered in Sacramento and may be eligible for telework under EDD’s telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.
Qualifications
The Tax Administrator III is a Departmental Promotional exam for EDD employees only. The next administration of the Tax Administrator III exam is tentatively scheduled for July 2026.
Skills
Exceptional communication skills and the ability to establish and maintain cooperative working relationships with external organizations, including the California Society of Enrolled Agents, as well as various federal and state governmental entities.
