About the role

Responsible for the administration and management of the Veterans Service Center, providing information and assistance to Veterans and their dependents regarding Veterans' rights and benefits under laws administered by VA and other agencies.

Responsibilities

  • Participates in the formulation of policies, development of human resources, staff development, fiscal planning, and program evaluation of the Service Center.
  • Coordinates functions with other divisions and service organizations that impact the processing of Veterans claims.
  • Directly supervises Service Center coaches and, through them, assigned personnel. Recommends selections, prepares performance ratings, reviews serious disciplinary actions, hears and resolves grievances, and makes recommendations for incentive awards and/or promotions.
  • Ensures the quality of service to Veterans and beneficiaries as related to the rating activity, including determinations of quality level and taking positive supervisory steps to correct deficient quality.
  • Ensures equal employment opportunities for all Service Center employees.
  • Assumes responsibility for budgetary controls and expenditures of fund allocation for the Division.
  • Provides timely responses to Congressional, White House, and other special inquiries concerning VA benefits.

Requirements

  • Must be a U.S. Citizen to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Subject to background/security investigation.
  • Must serve a one-year probationary period if not previously completed in a Federal position.
  • Selected applicants will be required to complete an online onboarding process.
  • Acceptable forms of identification will be required to complete pre-employment requirements.
  • Effective May 7, 2025, driver's licenses or state-issued identification cards that are not REAL ID compliant cannot be utilized for employment.
  • As a condition of employment, must serve a 1-year probationary period during which fitness and whether continued employment advances the public interest will be evaluated.
  • Selected applicants must complete a Confidential Financial Disclosure Report, OGE-450, prior to entering on duty and annually thereafter.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/18/2026.

  • Time-in-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position, you must have served 52 weeks at the GS-13 level.
  • Minimum Qualification Requirement: One year of specialized experience equivalent to the GS-13 grade level, including:
    • A thorough knowledge of a complex field of laws, regulations, and Federal legislation pertaining to the full range of Veterans' benefits.
    • Comprehensive and thorough knowledge of state, federal, and local benefit programs to explain them to individuals of all educational backgrounds.
    • Supervisory/Managerial Abilities, demonstrating:
      • Experience in assigning and reviewing work of subordinates.
      • Training and working effectively with individuals from diverse backgrounds and training levels.
      • Planning and carrying out assignments effectively.
      • Effective oral and written communication skills.
      • Understanding and furthering management goals.
      • Developing improvements or designing new work methods and procedures.
  • Volunteer experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, is credited on a pro-rated basis.
  • Full-time employment is considered at least 35 hours per week. Part-time experience will be credited proportionally.

Schedule

  • Full Time, Monday - Friday, 8:00 a.m. - 4:30 p.m.
  • Compressed/Flexible: Available
  • Telework: Eligible for situational (ad hoc) telework only, requiring supervisory approval. Routine or recurring telework is not authorized.
  • Virtual: This is not a virtual position; the selectee is required to report to the official duty station each scheduled workday.

  • Relocation/Recruitment Incentives: Authorized. Relocation expenses and services (Permanent Change of Station - PCS) are authorized. The selectee agrees to remain in federal service for twelve (12) months following the date of transfer.

Physical Requirements

The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
