Supervisory Veterans Service Representative position within the Veterans Benefits Administration (VBA).

Responsibilities

  • Plans, organizes, coordinates, directs, and controls the work of the division.
  • Directs staffing, placement, assignment, and training of division personnel to manage division workflow and productivity.
  • Directs program activities for the delivery of VA benefit programs for veterans, their dependents, and beneficiaries.
  • Exercises final authority for the full range of division's personnel actions.
  • Ensures proficient resource utilization and quality of work performed and services rendered; writes and establishes policies and procedures within the division.
  • Maintains the highest technical and professional authority to make final decisions on claims considered most difficult or critical, which commit the Federal Government to unusual liability.
  • Forecasts both short and long-range workload of the division to ensure adequate funds, staffing, space, equipment, and supplies are planned for, budgeted, and provided.
  • Approves written responses to Congressional, White House, and other special inquiries concerning VA benefits.
  • Serves as technical advisor to the Regional Office Director for the administration of Compensation and Pension programs.
  • Establishes and maintains effective relationships with various civic and veteran organizations.

  • Reviews the most complex cases prior to final claims determination.

Requirements

  • Must be a U.S. Citizen to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.

  • Selectees are required to serve a one-year supervisory probationary period if not previously completed in a Federal position.

  • Financial Disclosure Report: Required - Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450, prior to entering on duty and annually thereafter.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/18/2026.

  • Time-in-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position, you must have served 52 weeks at the GS-13 level.
  • Minimum Qualification Requirement: You may qualify based on your experience as described below:
    • GS-14 Grade Level Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
      • Comprehensive knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide guidance and direction on claims and appeals processing.
      • Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge of employee relations (e.g., performance or conduct-based actions) and/or labor relations (e.g., grievance process or negotiations) practices.
  • Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume, you must specify the average hours worked per week.

There is no education substitution at this grade level.

Schedule

  • Work Schedule: Full Time, Monday - Friday, 8:00 a.m. - 4:30 p.m.
  • Compressed/Flexible: Available.
  • Telework: Yes - This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
  • Virtual: This is not a virtual position.

  • Relocation/Recruitment Incentives: Authorized. Relocation expenses and services (Permanent Change of Station - PCS) are authorized for this recruitment. PCS is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. Failure to complete all conditions of the obligated service may result in repayment of travel/transportation expenses.
  • Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
