About the Role
This position involves planning, organizing, coordinating, directing, and controlling the work of a division within the Veterans Benefits Administration (VBA). The incumbent will oversee staffing, placement, assignment, and training to manage division workflow and productivity, and will direct program activities for the delivery of VA benefit programs for Veterans, their dependents, and beneficiaries.
Responsibilities
- Exercises final authority for the full range of division personnel actions.
- Ensures proficient resource utilization and quality of work performed and services rendered; writes and establishes policies and procedures within the division.
- Maintains the highest technical and professional authority to make final decisions on claims considered most difficult or critical, which commit the Federal Government to unusual liability.
- Forecasts both short- and long-range workload to plan for adequate funds, staffing, space, equipment, and supplies.
- Approves written responses to Congressional, White House, and other special inquiries concerning VA benefits.
- Serves as a technical advisor to the Regional Office Director for the administration of Compensation and Pension programs.
- Establishes and maintains effective relationships with various civic and Veteran organizations.
- Ensures equal opportunities for all division employees and supports Equal Employment Opportunity (EEO) policy and goals.
- Reviews the most complex cases prior to final claims determination.
Schedule
- Full time, Monday through Friday, 07:30 a.m. to 4:00 p.m. Mountain Daylight Time (MDT).
- Compressed/Flexible: Available.
- Telework: Eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized.
- Virtual: This is not a virtual position.

Requirements
- Must be a U.S. Citizen to apply for this job.
- Selective Service Registration is required for males born after 12/31/1959.
- Must serve a 1-year probationary period during which fitness and whether continued employment advances the public interest will be evaluated.
- May be required to serve a supervisory probationary period.
- Subject to background/security investigation.
- Required to attend an 8-week training session, which may require travel.
- Selected applicants will be required to complete an online onboarding process.
- Acceptable form(s) of identification will be required to complete pre-employment requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/21/2026.
- Time-in-Grade Requirement: As a current Federal, GS employee, you must meet time-in-grade requirements. For a GS-14 position, you must have served 52 weeks at the GS-13 level.
- If you are a current VBA employee requesting a reassignment or change to lower grade, you must currently hold the GS-14 (or higher) and the promotion potential of your current position must be at least GS-14.
- Minimum Qualification Requirements: You may qualify based on your experience as described below:
- Specialized Experience (GS-14 Grade Level): You must have one year of specialized experience equivalent to the GS-13 level or higher. Specialized experience includes:
- Comprehensive knowledge of Veteran benefit programs or VBA business lines and laws affecting Veterans' compensation and pension benefits to provide authoritative guidance and direction on claims and appeals processing.
- Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge and/or practical application of employee relations (e.g., performance or conduct-based actions) and labor relations (e.g., grievance process or negotiations) practices.
- Specialized Experience (GS-14 Grade Level): You must have one year of specialized experience equivalent to the GS-13 level or higher. Specialized experience includes:
- Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
- Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume, you must specify the average hours worked per week.
Physical Requirements
The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
