Position Summary
The SRH Supervisor is responsible for supervising and coordinating sexual and reproductive health services under a funded healthcare project in Gaza. The position ensures high-quality, safe, and evidence-based SRH service delivery for women, men, and adolescents. The SRH Supervisor will provide technical oversight, monitor program implementation, and support capacity-building of health staff in a complex humanitarian and emergency context.
Principal Responsibilities
Strategic Leadership & Program Quality
- Support the development of a SRH program culture that reflects Project HOPE’s humanitarian values, promotes accountability, and ensures high-quality service delivery.
- Provide technical guidance to SRH staff on clinical standards, protocols, and ethical practices.
- Act as a key advisor to program and operations leadership on SRH strategies and interventions.
- Ensure coordination and collaboration with local health authorities, health clusters, and partner organizations to support integrated health responses.
- Contribute to organizational objectives through participation in strategy development, technical guidance, and policy formulation.
Program Planning & Implementation
- Supervise the planning, implementation, and monitoring of SRH services in Gaza in line with project objectives and donor requirements.
- Support the development of SRH workplans, schedules, and staffing plans.
- Ensure adherence to clinical protocols for maternal health, family planning, adolescent health, and other SRH interventions.
- Monitor SRH service delivery indicators and recommend corrective actions as needed.
- Support integration of emergency SRH response procedures into routine program operations.
- Participate in proposal development and provide technical inputs related to SRH programming.
Technical Oversight, Reporting & Compliance
- Oversee SRH services to ensure compliance with Project HOPE guidelines, donor requirements, and national health regulations.
- Ensure accurate and timely reporting on SRH activities to Gaza leadership, headquarters, and donors.
- Maintain effective systems for patient records, clinical documentation, and confidentiality.
- Lead SRH assessments, quality assurance visits, and continuous improvement initiatives.
- Support donor monitoring visits and external evaluations related to SRH activities.
- Build capacity of SRH staff through coaching, mentoring, and supportive supervision.
Staff Management & Development
- Ensure appropriate staffing levels and technical competencies within the SRH team.
- Supervise and mentor doctors, nurses, midwives, and health promoters involved in SRH services.
- Support recruitment, onboarding, and professional development of SRH personnel.
- Manage staff performance through measurable objectives, continuous feedback, and fair evaluations.
- Promote teamwork, accountability, and a culture of continuous learning within the SRH function.
Risk Management & Patient Safety
- Support Gaza leadership in applying a risk management approach to SRH service delivery.
- Identify clinical and operational risks related to SRH services and ensure mitigation measures are implemented.
- Ensure infection prevention, safeguarding, and ethical standards are integrated into SRH interventions.
- Maintain and regularly update SRH risk registers and incident reporting mechanisms.
Minimum Qualifications
- Bachelor’s degree in Medicine, Nursing, Midwifery, Public Health, or a related field; Master’s degree preferred.
- Minimum 3–7 years of progressive experience in SRH programming or clinical service delivery, preferably in humanitarian or emergency contexts.
- Strong technical knowledge of maternal health, family planning, adolescent health, and clinical SRH interventions.
- Demonstrated experience supervising SRH staff and managing field operations.
- Experience working with donor-funded projects.
- Strong analytical, reporting, and coordination skills.
- Excellent interpersonal and communication skills; ability to collaborate across departments and cultures.
- Fluency in English and Arabic is required.
Physical Demands And Work Environment
- While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.
- Must be able to communicate in verbal and written form and must be able to travel internationally.
