Key Responsibilities
- Provide overall management and oversight for assigned programs and projects, ensuring alignment with cost, schedule, and performance objectives.
- Prepare and maintain detailed program schedules, including developing and updating Work Breakdown Structures (WBS) for all supported projects.
- Track mission impact, critical path items, risk factors, and required due dates, with regular integration into the IE Directorate's master schedule.
- Develop and communicate program status through briefings, knowledge management portals, dashboards, and executive correspondence.
Requirements Management
- Develop comprehensive Requirements Management Plans to document the approach to handling all program requirements and oversee execution activities.
- Lead requirements collection and refinement for current and emerging technical needs, collaborating in information-gathering sessions with government stakeholders.
- Construct and maintain Requirements Traceability Matrices (RTMs), clearly documenting requirement sources and authorities to facilitate senior leadership review and approval.
Risk Management
- Author and maintain risk management assessment plans for each program, addressing risk identification, elevation, ranking, mitigation, and communication processes.
- Support the Government Project Manager in identifying and documenting project risks, executing effective mitigation, and resolving risk issues.
Strategic and Technical Communications
- Prepare and deliver high-quality technical documentation, white papers, briefings, advisory messages, and congressional materials tailored to diverse senior audiences.
- Communicate programmatic issues regarding cost, schedule, and performance in forums such as Integrated Product Teams (IPTs), stakeholder meetings, and ad hoc working groups.
- Cook up and distribute timely and accurate development of reports, action items, and presentation materials as required.
Deliverables Management
- Ensure timely production and distribution of all required deliverables including schedules, WBS, requirements management plans, RTMs, risk assessments, and strategic communications as specified by government standards and on agreed-upon timelines.
Requirements
- Bachelor's degree (BA/BS) in Information Technology, Engineering, or related field.
- Minimum 10 years' experience managing large-scale IT or engineering projects/programs, preferably in a government or defense context.
- Demonstrated ability to provide technical direction and project leadership on executive-level teams and complex programs.
- Prominent expertise in requirements management, risk assessment, and technical communication for program/project delivery.
- Advanced proficiency with MS Project or similar scheduling and project management tools.
- Exceptional written and verbal communication skills, including development and presentation of technical material to diverse audiences.
- Strong analytical skills, creativity, and ability to operate independently with minimal direction.
- Experience with DoD, federal acquisition programs, or information systems is highly desired.
Additional Requirements
- U.S. Citizenship and ability to obtain and maintain requisite security clearance.
- Travel may be required as project needs dictate.
