Personnel Compliance Assistant (PROVISIONAL) (OPEN COMPETITIVE)
Residence is required for this position. Applicants must show 90 days of continuous and uninterrupted residence in the City of Buffalo prior to filing an application, except for positions specifically exempt under state law. Continuous residency in the City of Buffalo is mandated during employment.
About the role
The Personnel Compliance Assistant provides administrative and operational support in processing personnel-related matters, managing documentation, and ensuring Department compliance with Collective Bargaining Agreements and the classified rules and regulations of Civil Service for the City of Buffalo. Work is performed under the direction of the Administrator (Public Works) or a designated representative, with moderate discretion to exercise independent judgment. Supervision may be exercised over assigned clerical employees.
Responsibilities
- Assist management with personnel administration, including recruiting, scheduling, interviewing, selecting, onboarding, and training prospective and new employees.
- Ensure all personnel changes adhere to Civil Service Rules and Regulations, collective bargaining agreements, and internal audit processes.
- Maintain and update the Department of Public Works and Streets personnel master list.
- Organize and prepare personnel records related to appointments, probationary periods, leaves of absence, resignations, terminations, and retirements.
- Draft and file Certificates of Appointment, Position Allocation Maintenance Forms, File Maintenance documents, Personnel Requisitions, job posting requests, and other employee personnel documents.
- Consult with the Civil Service office on personnel-related issues and ensure compliance with relevant regulations.
- Consult with Audit on personnel requisitions and position control numbers assigned to the Department.
- Prepare, dictate, or draft letters to employees, payroll office, and retirement systems regarding salary and status of employees.
- Prepare routine correspondence and answer inquiries pertaining to personnel policies in the Department of Public Works and Streets.
- Act as a receptionist and assist the public and employees with information about department postings and application processes.
- Assist the Administrator or designee in processing payroll.
- Perform related duties as assigned by the Administrator (Public Works) or a designee.
Requirements
- Bachelor’s Degree from an accredited college or university in Business Administration, Human Resources Management, Labor Studies, or a closely related field, plus 2 years of full-time experience in Human Resources, personnel management, or a related field, with at least 1 year in a responsible supervisory capacity.
- OR Associate’s Degree from an accredited college or university in Business Administration, Human Resources Management, Labor Studies, or a closely related field, plus 4 years of full-time experience in Human Resources, personnel management, or a related field, with at least 2 years in a responsible supervisory capacity.
- OR an equivalent combination of education and experience as defined within the limits of the above options.
Personnel work is defined as duties performed in recruitment, screening, selection procedures, administration of salary schedules, employee services, and maintaining employee personnel and employment records.
Skills
- Working knowledge of the principles and practices of public personnel administration.
- Working knowledge and understanding of collective bargaining agreements.
- Working knowledge of record maintenance methods and procedures, and processing of personnel transactions.
- Working knowledge of office terminology, procedures, and equipment.
- Ability to understand and interpret written material.
- Ability to plan, assign, coordinate, and review the work of others.
- Ability to establish good working relationships with City officials, division heads, and employees.
- Ability to deal with customers calmly and courteously in any situation.
- Ability to maintain accurate records and prepare reports.
- Physical condition commensurate with the demands of the position.
Pay
$52,685 - $60,168 USD yearly
