About the Role
The Recruiter works as a member of the People and Culture Department, focusing on all aspects of recruitment while supporting a Trauma Informed Care environment. This role is responsible for recruiting and hiring well-qualified candidates to fill vacant positions in a timely manner, helping maintain appropriate staffing levels across agency departments and programs. The Recruiter will be assigned to staffing Mental Health Aides in Cascadia's residential treatment programs.
With the high prevalence of trauma among individuals receiving mental health services, the Recruiter must understand the effects of trauma on health, coping, and other aspects of the lives of those served.
Responsibilities
- Administer personnel policies and procedures, providing interpretation for managers and staff.
- Ensure compliance with workplace laws, standards, and government regulations.
- Provide coaching to managers and supervisors on best practices for employment and employee issues.
- Complete projects assigned by the Recruiting Manager and/or Senior Director of People and Culture.
- Perform recruiting activities: source and screen applicants, conduct reference checks, negotiate and extend job offers, and close candidates.
- Conduct applicant interviews as necessary and coordinate interviews and applicant tracking.
- Post job openings on internal and external career sites using the Applicant Tracking System (ATS).
- Provide ongoing communication with applicants, candidates, hiring managers, and People and Culture regarding recruitment efforts.
- Attend local educational, diversity, and industry-related career fairs to promote Cascadia as an employer of choice.
- Develop recruiting plans and sourcing strategies in partnership with the People and Culture team.
- Prepare basic recruitment reports as requested.
- Conduct and coordinate pre-employment processes such as driver eligibility checks, background checks, and fingerprinting.
- Schedule new employees, obtain new hire paperwork, and coordinate training schedules.
- Conduct training related to recruitment efforts, ATS, and tracking work processes.
- Evaluate personal workloads and methods to improve efficiency and service levels.
- Assist in the evaluation and development of the People and Culture Department.
- Recommend new approaches, policies, and procedures to improve department efficiency.
- Support and serve as backup to the People and Culture Team.
- Complete annual employee training requirements as indicated by licensing and agency requirements.
- Attend seminars, training, and other educational opportunities to develop professional skills.
- Participate in staff meetings, supervision sessions, and other departmental and agency meetings.
- Perform other duties as assigned.
Qualifications
Education:
- Preferred: Bachelor’s degree in human resources or a related field and/or Human Resource certification.
Experience:
- Required: Minimum of two years’ experience with full-cycle recruitment, selection, hiring, and retention or two years working in a residential treatment setting.
- Preferred: Experience in human resources, using HRIS and Applicant Tracking Systems (ATS), specifically Workday.
- Preferred: Experience recruiting for nonprofits and/or healthcare, or working in/supporting residential programs.
- Preferred: Prior experience as a Mental Health Aide, supervisor, or similar direct-service/leadership role. Internal Cascadia experience in these areas is strongly preferred.
Skills and Abilities:
- Knowledge of HR proprietary software such as ATS and HRIS programs.
- Proficiency in MS Office applications, with an emphasis on Excel.
- Ability to operate computer hardware and software effectively to perform job functions, including data entry, retrieval, and analysis.
- Ability to prepare moderate to complex reports.
- Thorough understanding of personnel policies and procedures.
Other:
- Preferred: Valid driver’s license, three-year driving history, clean driving record, ability to pass DMV check, and completion of Cascadia’s online Defensive Driving course.
- Ability to commute to various Cascadia sites and community locations as required.
Working Conditions
- Work is performed at Cascadia’s administration office, with occasional travel between sites and in the community for meetings, events, and consultations.
- Standard business hours are Monday through Friday, 8:30 a.m. to 5:00 p.m., with potential adjustments for agency-related activities or business needs.
- Daily routines may be hectic, requiring multitasking and the ability to manage several situations at once.
- Meal periods and breaks are subject to interruption.
- The position involves extended periods of sitting or standing, primarily using a computer and keyboard.
- Access to private information requires a high level of confidentiality.

Pay
Starting rate range: $70,331.30 - $75,355.73 USD.
