About the role
The Management Analyst performs analytical studies on programs and operations within the Fiduciary Hub to assess effectiveness and efficiency. The role involves program and systems development, coordination of changes and improvements, and tracking division progress toward goals. The incumbent facilitates work or program reviews, recommends solutions to inter-team and external issues, and prepares various communications for the Fiduciary Hub Manager.
Responsibilities
- Conduct analytical studies on programs and operations to determine effectiveness and efficiency.
- Participate in program and systems development; coordinate changes and improvements among program heads.
- Track division progress with respect to goals and facilitate work or program reviews to improve results.
- Recommend solutions on inter-team issues and matters involving external factors.
- Prepare memorandums, letters, and other written communications for the Fiduciary Hub Manager’s review and signature.
- Assist in or perform evaluations of Systematic Analyses of Operations (SAO) to assess quality and management factors across program areas.
- Use Microsoft software and other applications to prepare documents, spreadsheets, databases, presentations, and other outputs.
- Coordinate implementation of new or revised procedures.
- Review new directives from all sources and advise the Fiduciary Hub Manager on their impact and implementation.
- Prepare program status reports for review at all levels.
- Conduct non-financial internal audits to evaluate division compliance with policies and regulations, and assess program administration effectiveness.
Requirements
- Must be a U.S. Citizen.
- Selective Service Registration is required for males born after 12/31/1959.
- Subject to a background/security investigation.
- Must serve a 1-year probationary period or 2-year trial period; continued employment depends on certification that it advances the public interest.
- Incumbent must be willing to report to the indicated duty station.
- Must complete an online onboarding process and provide acceptable identification (REAL ID compliant as of May 7, 2025).

Time-in-Grade Requirement
- For a GS-09 position: Must have served 52 weeks at the GS-07 level.
- For a GS-11 position: Must have served 52 weeks at the GS-09 level.
- An SF-50 showing time-in-grade eligibility must be submitted with application materials.
Minimum Qualification Requirements
GS-09 Grade LevelSpecialized Experience: One (1) year of specialized experience equivalent to at least the GS-07 grade level, defined as:
- Using computer systems or applications to collect, compile, and organize information.
- Providing technical advice in a subject matter area to others.
- Analyzing or interpreting data or other information.
Education Substitution: Master’s or equivalent graduate degree (related field), or two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. (if related). Transcripts must be provided.
GS-11 Grade LevelSpecialized Experience: One (1) year of specialized experience equivalent to at least the GS-09 grade level, defined as:
- Evaluating programs and their functions.
- Recommending improvements in procedures, work methods, and/or organizations.
- Implementing changes to programs or business lines.
Education Substitution: Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. (if related). Such education must demonstrate the competencies necessary for the work.
Combining Education & Experience: Equivalent combinations of specialized experience and Ph.D.-level graduate education may be used to qualify. To compute, divide total months of qualifying experience by 12 and semester hours of graduate education beyond two years by 18; the total must equal at least 100%.
Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies and may be credited toward qualifications.
Physical Requirements: The work is mostly sedentary, involving mental rather than physical exertion. May involve some walking, standing, bending, or carrying light items (e.g., papers, books).
Schedule
- Work Schedule: Full time, Monday through Friday, 8:00 AM – 4:30 PM.
- Compressed/Flexible: Available.
- Telework: Eligible for situational (ad hoc) telework only; requires reporting to the official duty station each scheduled workday. Routine or recurring telework is not authorized.
- Virtual: This is not a virtual position.
Education
A transcript must be submitted if basing qualifications on education. Education must be accredited by an institution recognized by the U.S. Department of Education. Only attendance and/or degrees from accredited schools will be credited. If selected, official transcripts or a statement from the institution (e.g., registrar, dean) will be required prior to the start date.
Foreign education must include a note from a credential evaluation service verifying U.S. equivalency.
