Responsibilities

  • Evaluate the department’s administrative, management, and technical processes for effectiveness, efficiency, and compliance with requirements.
  • Procure or assist department staff with procurement of supplies, equipment, services, and travel.
  • Develop and manage the department records and directives programs; serve as the department representative for command records and directives.
  • Coordinate department training programs by issuing training requirements, tracking training completion, and inputting completed training into training management systems.
  • Audit department records inventory, storage, and disposal to ensure compliance with requirements.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Analyzing and evaluating program or management data to provide guidance and/or make recommendations for improvement;
  • Leading initiatives or participating in process improvement events;
  • Developing or managing the records and directives programs;
  • Procuring or assisting with procurement of supplies, equipment, services, and travel; or
  • Demonstrating knowledge and skills customizing software systems for administrative and data management tasks.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Providing administrative support by evaluating program requirements for efficiency and effectiveness by participating in process improvement events;
  • Assisting with the management of records and directives programs; or
  • Procuring or assisting with procurement of supplies, equipment, services, or travel.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:

  • Successful completion of a Ph.D. or equivalent doctoral degree; or
  • Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree; or
  • Successful completion of an LL.M. degree that is related to the position being filled; or
  • A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-09:

  • Successful completion of a master’s or equivalent graduate degree; or
  • Successful completion of two full years of progressively higher-level graduate education leading to a master’s degree; or
  • Obtainment of an LL.B. or J.D. that is related to the position being filled; or
  • A combination of experience and graduate education as described above that equates to one year of experience.
