Management Analyst position based in the Regional Office, supporting Veterans Benefits Administration (VBA) operations.
Responsibilities
- Conduct complex analytical work to evaluate and improve station management policies, procedures, and organizational structures; interpret and advise on policies; assess internal controls for compliance and effectiveness.
- Participate in meetings with agency leadership and other federal officials to exchange information, investigate issues, present recommendations, and collaboratively resolve problems.
- Advise management on unique administrative issues and guide implementation of new or updated legislation, policies, regulations, and procedures.
- Serve as a liaison between VBA District Offices and the Regional Office, coordinating initiatives requiring cross-team collaboration.
- Manage sensitive correspondence and handle confidential labor and employee relations matters, including negotiations, grievances, and disciplinary actions.
- Provide local guidance and memo preparation for VSC leadership on labor-management issues, Master Agreement concerns, and maintain related records and timelines.
- Regularly update VSC leadership on initiative status and recommend interventions to support achievement of Regional Office objectives.
- Review and recommend changes to work methods and procedures based on mission updates or staffing changes; advise leadership on operational matters; coordinate responses to Central Office requests.
- Assist with planning and scheduling production-related work, adjust staffing and procedures as needed, justify supply and equipment purchases, and oversee development of data and analysis for higher-level decision-making.
- Develop local policies implementing VBA directives; monitor and analyze management information system data; evaluate workload projections.
- Manage VSC front office administrative operations across all functional areas, including communications, logistics, emergency preparedness, directives, human resources support, surveys, timecard certification, employee alerts, national initiative tracking, inquiries, SharePoint, delegations, travel, and supply procurement.
Requirements
- U.S. Citizenship is required.
- Selective Service Registration is required for males born after 12/31/1959.
- Subject to background/security investigation.

- Must serve a 1-year probationary period during which employment fitness and public interest advancement will be evaluated.
- Acceptable forms of identification will be required for pre-employment; effective May 7, 2025, non-REAL ID compliant driver’s licenses or state-issued IDs will not be accepted.
Qualifications
To qualify for this GS-11 position, applicants must meet all requirements by the closing date of this announcement (08/04/2026).
- Time-in-Grade Requirement: Must have served 52 weeks at the GS-09 level in the Federal service. An SF-50 showing time-in-grade eligibility must be submitted.
- Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level, including:
- Conducting detailed analysis of issues, work functions, and work processes.
- Knowledge of pertinent laws, regulations, and policies affecting work processes and operations.
- Examples: Collecting and researching data for program/operations evaluations; researching laws, regulations, and procedures to provide findings; communicating information to management orally and in writing.
- Education Substitution: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree (or LL.M., if related), may substitute for experience.
- Combining Education & Experience: If experience and education together meet 100% of the requirement (e.g., six months of experience plus relevant coursework), they may be combined.
- Volunteer Experience: Paid and unpaid experience, including volunteer work (e.g., Peace Corps, AmeriCorps), is creditable. Part-time experience is credited on a pro-rated basis.
A transcript must be submitted if qualifying based on education. Only education from accredited institutions recognized by the U.S. Department of Education is acceptable.

Schedule
Full-time, Monday - Friday, 8:00 a.m. - 4:30 p.m. This position is eligible for situational (ad hoc) telework only, requiring in-office presence each scheduled workday. Routine or recurring telework is not authorized.
