About the Role

You will serve as a senior management analyst responsible for advising the Chief of Staff (COS) and Deputy Chief of Staff (DCOS) on the Enterprise Management (EM) portfolio. This role involves strategic planning, contract management, and leadership to support the organization's diverse mission requirements.

Responsibilities

  • Advise senior leadership regarding resources to maximize project effectiveness and efficiency.
  • Plan and manage elements of the Enterprise Management portfolio to develop multi-year execution strategies.
  • Serve as the Contracting Officer's Representative over multiple contracts and as a Project Officer managing internal government processes.
  • Lead and motivate project teams to ensure requirements are fully aligned with organizational needs.
  • Prepare procurement requests to establish new contracts or modify existing agreements, develop milestone-driven schedules, assess and mitigate risk, monitor/report on technical progress, and closely monitor obligations and expenditures.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. You will be subject to random testing.
  • Must acknowledge in writing acceptance of an appointment in the DCIPS (excepted service) which does not confer competitive status.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Willing and able to submit to and successfully pass a polygraph examination on a recurring routine basis.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:

  • Perform as a Project Manager and Project Officer managing internal government processes.
  • Develop long-range plans, oversee knowledge management activities, and support configuration management boards and business processes.
  • Perform Contracting Officer's Representative (COR) duties and responsibilities over multiple contracts.
  • Prepare procurement requests, develop milestone-driven schedules, assess and mitigate risk, and monitor/report on budgeting, expenditure, and technical progress.
  • Communicate effectively to manage and prioritize competing requirements.
