Management Analyst.

This position assists management in analyzing current and proposed operating programs to evaluate their effectiveness in achieving objectives. The role requires analytical ability, substantive knowledge of cemetery operations, and familiarity with statistical, accounting, budget, and economic principles.

Responsibilities

  • Perform administrative work to establish and maintain employer-employee relationships that support productivity, motivation, and morale.
  • Serve as the principal staff assistant to the Director, handling a variety of administrative functions.
  • Coordinate the cemetery’s business plan, quality management goals, and objectives.
  • Provide administrative oversight critical to the cemetery’s mission.
  • Process payments to contractors and assist in creating and reviewing contract statements of work.
  • Conduct public outreach as needed.
  • Assist in burial services, which may involve strenuous physical exertion such as lifting items exceeding 50 lbs.

Schedule

  • Required to work Monday through Friday, 8:00 am to 4:30 pm.
  • May include occasional weekends and holidays, including mandatory work on Memorial Day and Veterans Day.
  • Staff may be required to work on Federal holidays or Saturdays when a holiday falls on a Monday or Friday.
  • Overtime, weekends, and holiday work may be required to meet cemetery needs.
  • Occasional emergency overtime may require being called back to the facility.
  • Compressed/flexible schedules and telework are not available.
  • This is not a remote or virtual position.

Requirements

  • Subject to a background/security investigation.
  • May be subject to designated and/or random drug testing.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must serve a probationary period if selected.
  • Must be a U.S. citizen to apply.

  • Must possess and maintain a REAL ID-compliant valid state driver’s license.

Qualifications

To qualify, applicants must meet specialized experience and time-in-grade requirements within 45 days of the announcement closing date (08/05/2026).

Time-In-Grade Requirement

  • For GS-07: Must have served 52 weeks at the GS-05 level in the Federal service.
  • An SF-50 showing time-in-grade eligibility must be submitted with application materials.

Specialized Experience (GS-07)

  • One year of specialized experience equivalent to at least GS-05, including administrative functions, analytical ability, knowledge of programs and processes, and familiarity with statistics, accounting, budget, financial management, procurement, contracts, or economic principles.

Education Substitution (GS-07)

  • One full year of graduate-level education demonstrating the required knowledge, skills, and abilities.
  • Bachelor’s degree with Superior Academic Achievement (SAA), defined as:
    • Cumulative GPA of 3.0 or higher (out of 4.0) for all completed undergraduate courses or those completed in the last 2 years.
    • GPA of 3.5 or higher (out of 4.0) for all courses in your major or those completed in the last 2 years.
    • Rank in the upper one-third of your class in college, university, or major subdivision.
    • Membership in a national honor society (other than freshman honor societies).
  • Combination of specialized experience and education may also qualify.
  • Transcripts are required if qualifying based on education.

Experience includes paid and unpaid work, such as volunteer experience through National Service programs (e.g., Peace Corps, AmeriCorps) or other organizations. Part-time experience is credited based on hours worked.

Physical Requirements

  • Duties are typically sedentary, involving sitting, some walking, light lifting, bending, and stooping in an office setting.
  • May involve carrying moderately heavy items such as boxes of paper or brochures.
  • Representing burial services may require extended periods of standing and strenuous physical exertion, including lifting items exceeding 50 lbs.

Education

A transcript must be submitted if qualifying based on education. Education must be accredited by an institution recognized by the U.S. Department of Education.
