This position is a federal role within the Department of the Navy. Must be a U.S. citizen, suitable for federal employment, and participate in the direct deposit pay program. New employees will undergo E-Verify. Current federal employees must meet time-in-grade requirements. Retired military members may have appointment restrictions. Selective Service registration is required for males born after 12-31-59. A security clearance is required, and travel on military/commercial aircraft may be necessary.

About the Role

You will serve as the point of contact for training resources for SYSCOM and Training Support Agency (TSA) to evaluate new and updated training requirements for the development of Navy Training System Plans (NTSPs) impacting submarine training. This role supports Program Objective Memorandum/Periodic Review (POM/PR) development, ensuring compliance with POM Serial Guidance and program review timelines.

Responsibilities

  • Develop and review training program analyses to support new submarine training initiatives.
  • Provide analytical and application expertise for POM/PR development, ensuring adherence to program review timelines.
  • Identify shortfalls/excesses and recommend programmatic adjustments for realignment of billets in support of SUBFOR training requirements.
  • Track POM/PR issue prioritization and validation by the Resource Sponsor to ensure accurate and complete modifications.
  • Evaluate and incorporate the work of others into cohesive final products for presentation to higher echelon staff.
  • Establish and maintain effective relationships with customers, information sources, and team members.
  • Travel may be required to CONUS and OCONUS locations, including remote or isolated sites, on military and commercial aircraft for extended periods.

Requirements

  • Must be a U.S. citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees must successfully pass E-Verify.
  • Current federal employees must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Retired military members face appointment restrictions within 180 days of retirement.
  • Males born after December 31, 1959, must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance.
  • Must complete training and obtain/maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent private/public sector experience, including:

  • Applying standard approaches to gather, analyze, and evaluate information for training program development.
  • Designing, developing, and adapting analytical/scientific methods for training and modernization improvement projects.
  • Developing long-range program plans, objectives, and milestones, or evaluating program effectiveness.
  • Evaluating and incorporating the work of others into final products for varied audiences.
  • Establishing and maintaining effective relationships with customers, information sources, and team members.

Experience includes paid and unpaid work, such as volunteer activities through National Service programs.
