Management Analyst 2

The Management Analyst 2 position with the Bureau of Central Operation supports important programs across the Commonwealth, strengthening grants, contracts, and fee-for-service agreements to ensure quality rehabilitation services. This role improves systems, supports providers, and contributes to effective statewide operations, emphasizing accuracy, accountability, and meaningful public service.

Description of Work

This position supports quality assurance procedures and monitoring activities for agreements, grants, and contracts used to provide rehabilitation services.

• Agreement Monitoring: Review statewide contracts and grants and establish schedules for ongoing monitoring
• On-Site Assessment: Conduct visits, meetings, and evaluations of providers to review compliance and identify concerns
• Compliance Review: Analyze documents, gather data, determine corrective actions, and perform follow-up checks
• Process Improvement: Develop monitoring tools, evaluate provider performance, and recommend improvements
• Financial Analysis: Examine financial reports, audit findings, and cost allocation documents to assess accountability
• Reporting Duties: Prepare analyses, summaries, and activity reports to support Office of Vocational Rehabilitation (OVR) operations and decision-making

Schedule

• Full-time employment covering the Central and Eastern Regions in Pennsylvania
• Work hours are negotiable, Monday - Friday, with a 30 or 60-minute lunch depending on selected work hours
• Alternate work schedule (AWS) may be available
• Telework opportunity: Part-time telework may be available upon completion of the training period. Requires a securely configured high-speed internet connection and an approved location inside Pennsylvania. If telework is not possible, reporting to the headquarters office in Harrisburg is required. Telework eligibility is subject to change at any time

Pay

Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin at the starting annual salary of $60,538.00 (before taxes).

Qualifications

Minimum Experience and Training Requirements:

• One year of experience as a Management Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• Two years of experience in technical management analysis work, and a bachelor's degree; or
• Any equivalent combination of experience and training

Other Requirements:

• Must meet the PA residency requirement
• Must be able to perform essential job functions

Legal Requirements:

• This position falls under the provisions of the Child Protective Services Law
• A conditional offer of employment requires submission and approval of satisfactory criminal history reports, including PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance
