About the Role

The California Department of Social Services (CDSS) serves, aids, and protects disadvantaged and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility, and foster independence. The CDSS Community Care Licensing Division is seeking a Licensing Program Analyst for the Sacramento South Child Care Regional Office.

Under the supervision of the Licensing Program Manager I (LPM I), the Child Care Licensing Program Analyst (LPA) ensures child care facilities meet health and safety standards through inspections, complaint investigations, and compliance evaluations. This is a 12-month limited-term, full-time position with the potential to extend to 24 months or become permanent based on operational needs. Bilingual Farsi and/or Urdu preferred but not required.

Responsibilities

  • Conduct on-site inspections of licensed and unlicensed child care facilities to ensure compliance with health and safety standards.
  • Investigate complaints and evaluate facilities for adherence to regulations.
  • Review applications, verify qualifications, and provide technical assistance to applicants and licensees.
  • Collaborate with licensees to correct deficiencies and maintain compliance with state regulations.
  • Lead orientations for new applicants and licensees.
  • Analyze policies and regulations to ensure facility compliance.
  • Prepare detailed reports and recommendations for administrative actions, including license approvals, denials, and revocations.
  • Participate in legal processes when necessary.
  • Contribute to program development and engage in ongoing training.
  • Support special projects and outreach efforts.

Requirements

  • Applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment.
  • This position is designated under the Conflict of Interest Code and is subject to fingerprinting clearance by the Department of Justice.

  • If meeting minimum qualifications with education, unofficial transcripts must be included for verification. Official transcripts may be required upon hire.
  • Candidates residing outside California may interview but must provide proof of California residency prior to appointment.

Pay

  • Classification A: $3,938.00 - $5,090.00 per month
  • Classification B: $4,262.00 - $5,561.00 per month
  • Classification C: $5,111.00 - $6,692.00 per month
  • Classification D: $5,598.00 - $7,351.00 per month

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
