About the role
The CDSS Community Care Licensing Division is currently accepting applications for a Licensing Program Analyst for the Fresno Child Care Regional Office. Under the supervision of the Licensing Program Manager I (LPM I) in the Fresno Child Care Regional Office, the Child Care Licensing Program Analyst (LPA) conducts on-site inspections, investigates complaints, and evaluates both licensed and unlicensed child care facilities to ensure they meet health and safety standards.
Responsibilities
- Conduct on-site inspections, investigate complaints, and evaluate both licensed and unlicensed child care facilities to ensure they meet health and safety standards
- Review applications, verify qualifications, provide technical assistance, and collaborate with applicants and licensees to correct deficiencies and maintain compliance
- Lead orientations, analyze policies and regulations, prepare detailed reports and recommendations, and support administrative actions such as license approvals, denials, and revocations
- Participate in legal processes when necessary
- Contribute to program development and engage in ongoing training
- Support special projects and outreach efforts
Qualifications
- Must meet the Minimum Qualifications stated in the Classification Specification(s)
- Currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility (please attach your letter, if available)
- Must be authorized to work in the United States without the need for visa sponsorship by the start date of employment
- Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment
- This position is designated under the Conflict of Interest Code
- This position is subject to fingerprinting clearance by the Department of Justice

Pay
- Range A: $3,938.00 - $5,090.00
- Range B: $4,262.00 - $5,561.00
- Range C: $5,111.00 - $6,692.00
- Range D: $5,598.00 - $7,351.00
- New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable
