LICENSING PROGRAM ANALYST

About the role

The California Children's Residential Program San Diego Local Unit is recruiting for one Licensing Program Analyst (LPA). This position is located in San Diego, CA.

Responsibilities

• Develop and implement orientations/training programs
• Review applications
• Recommend license approval/denial
• Perform on-site facility evaluations
• Investigate complaints in licensed and unlicensed facilities
• Recommend and prepare administrative actions to deny, revoke, and suspend facility licenses

Requirements

Licensing Program Analysts (LPAs) must possess a valid driver’s license and be able to travel frequently (sometimes overnight).

LPAs must have good verbal and written communication skills and be able to maintain composure in stressful situations.

LPAs are subject to fingerprinting and a criminal record check by the Department of Justice and Federal Bureau of Investigation.

LPAs have regular contact with licensees, facility staff, children in care, their parents/responsible parties, and the public; may also meet with or conduct joint visits with fire marshals, long term care ombudsmen and other client advocates, local law enforcement and personnel from other agencies.

LPAs determine facility compliance or noncompliance with statutory and administrative law, issue civil penalties, and may be the first to detect and recommend the need for administrative or misdemeanor prosecution.

Failure to observe and cite deficiencies may result in health and safety hazards to clients resulting in neglect, abuse, injury or death, and potential liability to the Department.

Qualifications

The position requires a Background Investigation be cleared prior to being hired.

Knowledge of policies and regulations related to licensing.

Ability to communicate effectively both verbally and in writing.

Ability to handle stressful situations calmly and professionally.

Ability to travel frequently (sometimes overnight).
