Lead Accountant.
Duties
- Analyze, perform, and audit Army financial and accounting transactions within financial system, utilizing knowledge of financial and accounting policies.
- Furnish accounting, budget and manpower reports, and other resource management information reflecting the interrelationships between accounting, budgeting, manpower and other management data.
- Perform special studies or analysis to provide interpretations of accounting, budget and manpower reports and other resource management data.
- Draft and present briefings to summarize issues and policy change impact regarding accounting, budget, funds control, and/or manpower.

- This is a Financial Management Level II Certified position. Incumbent must comply with all Department of Defense and Department of the Army requirements of this certification program.

Basic Requirement for Lead Accountant: Bachelor's degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (up to 6 hours may be in business law). OR Combination of Education and Experience: At least 4 years of experience in accounting, or equivalent combination, plus one of the following: (1) 24 semester hours in accounting or auditing courses (up to 6 hours may be business law); OR (2) CPA or Certified Internal Auditor certificate; OR (3) A degree with substantial coursework in accounting or auditing (e.g., 15 semester hours) that does not fully satisfy the 24-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; AND (b) a panel of at least two higher level professional accountants or auditors has determined the applicant has demonstrated knowledge equaling that normally associated with the 4-year course of study; AND (c) except for the 24-hour requirement, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience: One year of specialized experience which includes (1) Formulating USACE District plans, policies, and procedures pertaining to implementation and use of accounting systems; (2) Leading District CFO, Internal, and external audit programs by obtaining, reviewing, and audit samples while approving accounting reports, decisions, and action documents to ensure organizational policies are reflected; (3) Analyzing revolving fund accounts, balance sheets, statements, cost reports, and cost reconciliations within financial accounts; and (4) Executing accounting work involving direct, reimbursable, and non-federal funding sources, to aid organizational planning, decision making, and mission accomplishment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Qualification requirement must be met using experience alone—no substitution of education for experience is permitted.
Time in Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Foreign Education: If using education completed in foreign colleges or universities to meet qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
This position requires a 1-year probationary period. Continued employment requires written certification that it advances the public interest.
