About the Role

This position involves financial management and accounting duties within a federal setting, supporting Depot managers and interfacing with the Defense Finance and Accounting Service (DFAS) or local accounting operations.

Responsibilities

  • Balance and reconcile monthly financial statements using an automated accounting system such as the Logistics Modernization Program (LMP).
  • Prepare, analyze, and interpret financial statements and reports in accordance with regulatory and standard accounting practices.
  • Serve as a point of contact for Depot managers and employees regarding customer service with supporting DFAS or local accounting operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Secret security clearance is required; a Top Secret investigation will be performed due to the nature of this position.
  • Must be willing to travel away from duty station up to 5% annually.
  • DoD Financial Management Level 2 Certification required within 2 years of employment.
  • U.S. Citizenship is required.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Accountant:

  • Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
  • Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); OR
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours), but that does not fully satisfy the 24-semester-hour requirement, provided that:
      • The applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; AND
      • A panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related fields; AND
      • The applicant's education, training, and experience fully meet the specified requirements except for literal nonconformance to the 24-semester-hour requirement.

Additional Qualification Requirements by Grade Level:

GS-07
  • Specialized Experience: One year of specialized experience which includes:
    • Assisting in maintaining accounting records using an automated accounting system;
    • Assisting in the preparation of financial statements and reports; AND
    • Providing accounting advice to personnel on accounting data/transactions.
    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
  • Education: One full year of graduate-level education in a field such as business administration, finance, or public administration.
  • Superior Academic Achievement: Must have been gained in a qualifying curriculum and based on:
    • Class standing (upper third of graduating class); OR
    • Grade-point average (3.0 or higher out of 4.0 overall, or 3.5 or higher in the major field); OR
    • Membership in an approved national scholastic honor society.
  • Combination of Education and Experience: A combination may be used if the computed percentage of requirements is at least 100%.
GS-09
  • Specialized Experience: One year of specialized experience which includes:
    • Maintaining accounting records using an automated accounting system;
    • Developing financial statements and reports;
    • Providing accounting advice to management on accounting data/transactions; AND
    • Analyzing revenue and expenses related to company programs.
    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
  • Education: Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education in a related field.
  • Combination of Education and Experience: A combination may be used if the computed percentage of requirements is at least 100%.
GS-11
  • Specialized Experience: One year of specialized experience which includes:
    • Maintaining accounting records using an automated accounting system;
    • Preparing, analyzing, and interpreting financial statements and reports;
    • Providing accounting advice to management on accounting data/transactions;
    • Analyzing revenue and expenses related to company programs; AND
    • Participating with company internal review and outside audit groups during scheduled inspections of accounting operations.
    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
  • Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education in a related field.
  • Combination of Education and Experience: A combination may be used if the computed percentage of requirements is at least 100%.

If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to a U.S. education program.
