Accountant.
This position is located in Indianapolis, IN. Telework availability will be based upon mission requirements and supervisory determination. The role is developmental, with selections made at entry grades GS-7 and GS-9, targeting a full performance level of GS-11. A one-year probationary period may be required. Travel is seldom (1-24%).
Responsibilities
- Interprets, develops, adapts, modifies, or integrates accounting and financial policies and procedures.
- Identifies problem areas and determines actions required to ensure the propriety of accounting transactions and the integrity of accounting records.
- Reviews, analyzes, and evaluates a variety of incoming accounting reports and/or accounting source documents.
- Assists in establishing and monitoring internal controls to identify problem areas and determine actions required to improve operating program effectiveness.
- Performs special audits, studies, or reviews to determine reliability and accuracy of accounting reports and financial statements produced.

- U.S. citizenship is required.
- Must pass a background investigation and be suitable for federal employment.
- Must be registered for Selective Service (if applicable).
- Must obtain and maintain a Financial Management Certification.
- This is a national security position requiring a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
- This position is not covered by a bargaining unit.
- Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment.
- Onboarding is dependent upon favorable security/suitability determination and availability of work and vacancies.
- Must obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program within two years of employment.
Qualifications
This position has a positive education requirement. To qualify, you must meet one of the following:
- Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or
- A degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (up to 6 hours may be in business law).
- Combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus 24 semester hours in accounting/auditing courses (up to 6 hours may be in business law), or a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA).

GS-7 Entry Grade Level
- One year of specialized experience equivalent to GS-05, such as validating, maintaining, or processing accounting data or transactions in accordance with policies, procedures, and regulations.
- Substitution of education: One full year of graduate-level education, Superior Academic Achievement (GPA of 2.95 or higher on a 4.0 scale, or class standing in the upper third of the graduating class), or membership in a national scholastic honor society may substitute for specialized experience.
GS-9 Entry Grade Level
- One year of specialized experience equivalent to GS-07, such as compiling and analyzing operational accounting data to produce accurate, policy-compliant financial statements and reports.
- Substitution of education: A Master’s or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, may substitute for specialized experience.
GS-11 Entry Grade Level
- One year of specialized experience equivalent to GS-09, such as overseeing accounting principles, managing internal controls, and ensuring the accuracy and reliability of financial processes.
- Substitution of education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, may substitute for specialized experience.
This position is developmental. Selections may be made at GS-7 or GS-9, with promotions to GS-9 or GS-11 at management discretion without further competition once eligibility and qualification requirements are met.
