About the Role
This national security position involves designing, adapting, and evaluating accounting reports, procedures, and operations across multiple financial management and accounting systems for all Department of Defense (DoW) component activities.
Responsibilities
- Design, adapt, revise, and evaluate accounting reports, procedures, and operations encompassing multiple financial management and accounting systems.
- Meet with supported organizations to develop corrective measures, explain policy and policy intent, reporting requirements, and new or proposed regulatory changes.
- Review a variety of incoming, outgoing, and summary financial reports to ensure accuracy, reliability, and integrity of financial operations and reports.
- Identify problem areas and determine actions required to improve operating program effectiveness and/or maintain the integrity of accounting records and financial information.
- Examine internal control systems to ensure they provide for the integrity, accuracy, and validity of reported financial data.
- Prepare, analyze, interpret, and present accounting data; operate, maintain, test, design, and modify accounting systems.
- Use accounting information to recommend solutions to management problems and structure organization programs.
Requirements
- Must be a U.S. Citizen.
- This position requires a favorable suitability review and security clearance due to access to classified information. Failure to maintain security eligibility may result in termination.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Candidates must have served 3 months after their latest competitive appointment in the Federal service.
- New employees will be required to successfully pass the E-Verify employment verification check.
- Must obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program within two years of employment. Failure to do so may result in termination.
- Employment in this position requires a background investigation, which may delay the starting date. If selected and unable to obtain a favorable security determination, the employment offer may be withdrawn.

Qualifications
This position has a positive education requirement. To qualify, you must meet one of the following:
- Completion of all requirements for a bachelor’s degree in accounting from an accredited college or university.
- A degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (up to 6 hours of credit in business law may be included).
- A combination of education and experience: At least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, and 24 semester hours in accounting/auditing courses (which may include up to 6 hours of business law) or a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA).
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, defined as:
- Preparing, analyzing, interpreting, and presenting accounting data.
- Operating, maintaining, testing, designing, and modifying accounting systems.
- Using accounting information to recommend solutions to management problems and structuring organization programs.
Volunteer experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social), may be credited as qualifying experience.
