This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03, and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.

Responsibilities

  • Performs accounting and financial program analysis work including the maintenance of accounting records and preparation, analysis, and interpretation of financial statements and reports.
  • Develops modifications and enhancements of systems to meet local needs.
  • Evaluates the effectiveness and efficiency of daily accounting operations and existing procedures.
  • Provides interpretations of accounting and financial data reflecting the interrelationships between accounting, budgeting, and other management data.
  • Serves as a functional expert who facilitates the end-to-end business cycle design as fully synchronized with DLA's continually evolving strategic direction and transformational programs.
  • Performs a continuing review and analysis of processes, records, reports, user comments, and audit results to identify process, system, and regulatory problems affecting accounting and financial operations.
  • If selected at the GS-09 or GS-11 level, duties will be performed in a developmental capacity.

Qualifications

To qualify for an Accountant, your resume and supporting documentation must support:

Basic Requirement:

  • A bachelor's degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred, and the date conferred.
  • OR a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, which can include up to 6 hours of business law.
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours), but that does not fully satisfy the 24-semester-hour requirement, provided the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, and a panel of at least two higher-level professional accountants or auditors has determined the applicant's knowledge meets the required standards.

Specialized Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

  • GS-09 Qualifications: Experience must be at the GS-07 grade level or equivalent. Creditable specialized experience includes:
    • Experience with basic accounting and budgetary methods and procedures.
    • Utilizing and inputting data into financial systems.
    • Assisting in the preparation of financial statements and reports.
  • GS-11 Qualifications: Experience must be at the GS-09 grade level or equivalent. Creditable specialized experience includes:
    • Maintaining accounting records and preparing financial statements and reports.
    • Evaluating the effectiveness and efficiency of daily accounting operations and existing procedures.
    • Assisting in developing procedures and controls that apply to automated financial and/or operational programs and/or systems.
  • GS-12 Qualifications: Experience must be at the GS-11 grade level or equivalent. Creditable specialized experience includes:
    • Monitoring accounting systems covering assets, liabilities, expenses, revenue, and capital for business areas.
    • Reviewing, analyzing, and evaluating trial balance and other financial statements to ensure conformance with established agency guidelines.
    • Preparing financial reports or analyses as outputs and developing and implementing business activities that streamline the business functions that support these activities.

Education Substitution:

For GS-09 and GS-11 Qualifications ONLY, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education.

  • GS-09 Qualifications:
    • A successfully completed master's degree or equivalent graduate degree, OR
    • 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. if related.
  • GS-11 Qualifications:
    • Ph.D. or equivalent doctoral degree, OR
    • 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and GS-11. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Foreign Education:

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in the interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

  • This position does not meet criteria for appointment of Reemployed Annuitants.
  • The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing-designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test.
