This position is within the Comptroller Career Field and may fill multiple vacancies at various grade levels (GS-07, GS-09, GS-11, GS-12). Salary includes applicable locality pay or Local Market Supplement.

Responsibilities

  • Provides program and district managers with accurate and timely financial information and advice.
  • Evaluates account balances, trends, and conditions to provide guidance to operating officials.
  • Provides accounting data and support to budget and program managers for preparation of budgetary and program data.
  • Interprets accounting regulations and gives financial advice and recommendations based on law, regulations, and professional knowledge of accounting practices.
  • Solves difficult financial management problems in the organization's programs.
  • Projects fund requirements and makes recommendations to managers and higher authority for additional requirements.
  • Initiates and recommends procedures and policies to prevent waste, fraud, and abuse of resources.
  • Ensures adequate internal control reviews on cost accounts and general ledgers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain appropriate Financial Management Certification level within 2 years of placement in position.
  • This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct deposit of pay is required.

Basic Requirement for Accountant GS-0510:

  • Degree: Bachelor’s degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
  • Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (can include up to 6 hours of business law);
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing.

Specialized Experience:

  • GS-07: One year of specialized experience at the GS-05 level, including experience performing technical work that provided a basic understanding of concepts and principles of accounting, such as organizing or reviewing financial data related to accounting problems.
    • OR Education: One full year of graduate-level education in accounting or finance.
    • OR Superior Academic Achievement: Bachelor’s degree with Superior Academic Achievement (upper third of graduating class, GPA of 3.0 or higher, or membership in an approved national scholastic honor society).
    • OR Combination of Education and Experience.
  • GS-09: One year of specialized experience at the GS-07 level, including experience analyzing financial data to solve accounting problems using an automated financial system.
    • OR Education: Master’s or equivalent graduate degree, or 2 full years of progressively higher-level graduate education in accounting or finance.
    • OR Combination of Education and Experience.
  • GS-11: One year of specialized experience at the GS-09 level, including experience providing financial accounting services in an automated financial system, analyzing and interpreting accounting information and regulations, and applying generally accepted accounting principles to financial problems.
    • OR Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education in accounting or finance.
    • OR Combination of Education and Experience.
  • GS-12: One year of specialized experience at the GS-11 level, including applying accounting principles, theories, and techniques to independently perform accounting work for operational programs or systems; analyzing and advising managers on accounting and financial matters; and knowledge of governing regulations and reporting requirements to monitor upward reports on Revolving Funds.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (GS-5 for GS-07, GS-7 for GS-09, GS-9 for GS-11, GS-11 for GS-12).

Foreign Education: If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program.
