About the role

The Legal Aid Society of San Bernardino (LASSB) seeks an experienced Human Resources & Office Manager to oversee human resources, office operations, and administrative functions across multiple offices and community clinic locations.

Essential Duties And Responsibilities

  • Serve as the primary point of contact for employee relations and day-to-day HR matters.

  • Administer all aspects of the employee lifecycle, including recruitment, onboarding, employment changes, and offboarding.

  • Maintain confidential personnel records in accordance with applicable laws and organizational policies.

  • Interpret and apply California and federal employment laws, including FEHA, ADA, FMLA/CFRA, wage and hour requirements, leave laws, and harassment prevention requirements.

  • Care for HR policies, the employee handbook, standard operating procedures, and required employment documentation.

  • Care for employee benefits administration, including enrollments and qualifying life event changes.

  • Serve as backup payroll administrator and assist with payroll processing using Paychex.

  • Review payroll data, timekeeping records, adjustments, and variable compensation for accuracy.

  • Ensure payroll administration complies with California wage and hour requirements.

  • Manage payroll documentation and funding allocations required for grants and audits.

  • Oversee daily operations across multiple offices and community legal clinic locations.

  • Coordinate office supplies, equipment, facilities, vendors, and general administrative services.

  • Serve as liaison with IT providers, telecommunications vendors, and building management.

  • Coordinate employee workstations, office equipment, building access, and operational readiness across all office locations.

  • Aid with office opening and closing responsibilities as assigned.

  • Monitor staffing levels, attendance, leave usage, and scheduling adjustments to maintain operational coverage.

  • Coordinate staffing coverage to support uninterrupted client services.

  • Communicate staffing changes with internal departments, courts, and community partners when appropriate.

  • Review time-off requests to ensure appropriate operational coverage.

  • Coordinate recruitment activities from job posting through onboarding.

  • Screen applications, schedule interviews, and assist with hiring processes.

  • Care for background checks and pre-employment documentation.

  • Develop and maintain employee training schedules.

  • Care for mandatory compliance training and onboarding.

  • Develop training materials and assist employees with operational procedures.

  • Care for records and administrative support.

  • Care for financial and administrative support.

  • Provide backup support for purchasing, accounts payable, deposits, and expense reporting.

  • Process vendor invoices, expense reimbursements, and payment requests using Bill.com.

  • Aid with vendor management and contract renewals.

  • Support grant compliance, operational reporting, and administrative documentation.

  • Perform other duties as assigned.

Required Qualifications

  • Bachelor’s degree or an equivalent combination of education and experience.

  • Minimum five (5) years of progressively responsible experience in human resources, office administration, operations management, or a closely related field.

  • Minimum three (3) years of supervisory, leadership, or management experience.

  • Demonstrated working knowledge of California and federal employment laws and HR best practices.

  • Experience administering HR functions, employee relations, and employment compliance.

  • Experience with payroll systems such as Paychex, ADP, Paylocity, or similar platforms.

  • Experience using HRIS, applicant tracking systems, and Microsoft Office applications.

  • Strong organizational, analytical, communication, and problem-solving skills.

  • Ability to maintain confidentiality and exercise sound judgment.

  • Ability to manage multiple priorities while maintaining accuracy and professionalism.

  • Reliable attendance and the ability to travel locally between office and clinic locations as operational needs require.

Preferred Qualifications

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.

  • Bilingual in English and Spanish.

  • Experience working in nonprofit organizations or legal services.

  • Experience with grant compliance and funder reporting.

  • Basic accounting or bookkeeping experience.

Compensation And Benefits

Salary: $80,000–$95,000 annually, depending on qualifications and experience. This salary range represents LASSB’s good-faith estimate of the compensation reasonably expected to be offered for this position in compliance with California law. Starting salary will be determined based on the selected candidate’s qualifications, experience, and internal equity considerations.
