Job Summary

The Housing Voucher Coordinator administers, coordinates, and expands Broomfield's housing choice and housing access initiatives, with primary responsibility for the administration of housing voucher programs. This position performs professional and administrative work related to the planning, implementation, coordination, and continuous improvement of housing stability programs that increase access to safe, affordable housing for Broomfield residents.

Duties/Responsibilities

  • Program Administration
    • Administer Broomfield's Housing Choice Voucher and other state-administered rental assistance programs in accordance with all applicable federal, state, and local regulations and Colorado Division of Housing administrative policies.
    • Serve as the primary point of contact for housing voucher participants, applicants, landlords, property managers, and community partners.
    • Manage all aspects of voucher administration including eligibility determinations, participant enrollment, annual and interim recertifications, inspections coordination, rent calculations, payment processing, portability, waitlist management, and case documentation.
    • Ensure timely and accurate program reporting, recordkeeping, and file maintenance.
    • Monitor program performance and recommend improvements that increase efficiency, customer service, and housing outcomes.
    • Aid in the development and implementation of new housing stability initiatives and rental assistance programs as opportunities arise.
    • Serve as a key member of the Broomfield Housing Alliance team, contributing to organizational goals and strategic initiatives.
  • Participant Services and Housing Stability
    • Provide exceptional customer service to applicants and participants through timely communication, education, and problem solving.
    • Connect participants with community resources that support long-term housing stability, including employment, behavioral health, financial assistance, transportation, and supportive services.
    • Absorb and resolve barriers to obtaining and maintaining housing.
    • Promote participant self-sufficiency through referrals and collaboration with community partners.
  • Landlord and Community Partnerships
    • Develop and maintain positive relationships with landlords, property managers, housing providers, and developers to expand housing opportunities for voucher holders.
    • Recruit new landlords and educate property owners regarding program requirements and benefits.
    • Collaborate with the Colorado Department of Local Affairs Division of Housing, the City and County of Broomfield, service providers, and nonprofit organizations to strengthen housing access and coordinate services.
    • Represent BHA at community meetings, outreach events, and partner collaborations.
  • Compliance and Quality Assurance
    • Ensure compliance with all applicable federal, state, and local regulations governing rental assistance programs, including HUD and DOLA requirements.
    • Maintain knowledge of changing regulations, program guidance, and best practices.
    • Prepare for monitoring reviews, audits, and program evaluations, and implement corrective actions when necessary.
    • Protect participant confidentiality and maintain accurate and complete program documentation.
  • Financial and Administrative Responsibilities
    • Coordinate housing assistance payments and ensure accurate financial reporting.
    • Monitor program utilization and assist in managing available voucher funding to maximize community impact.
    • Track program expenditures and assist with budget planning, grant reporting, and performance metrics.
    • Prepare reports, presentations, and correspondence for BHA leadership, funding agencies, and community partners.
  • Continuous Improvement
    • Evaluate program effectiveness and recommend improvements to policies, procedures, and customer service.
    • Participate in professional development opportunities and maintain knowledge of affordable housing programs and industry best practices.
  • Other Duties
    • Perform other duties as assigned in support of the mission of the Broomfield Housing Alliance.

    Knowledge, Skills and Abilities

    • Knowledge of affordable housing programs, housing stability strategies, and housing voucher or rental assistance programs.
    • Working knowledge of federal, state, and local regulations governing affordable housing programs, including HUD and Colorado Division of Housing requirements.
    • Understanding of landlord-tenant relationships, housing resources, and supportive service systems.
    • Strong organizational and project coordination skills with exceptional attention to detail.
    • Excellent customer service and relationship-building skills with the ability to work effectively with residents, landlords, community partners, and government agencies.
    • Strong written, verbal, and interpersonal communication skills.
    • Ability to exercise sound judgment, maintain confidentiality, and manage sensitive information with professionalism.
    • Ability to interpret regulations and apply policies consistently while maintaining a customer-centered approach.
    • Strong problem-solving skills and the ability to manage multiple priorities in a fast-paced environment.
    • Proficiency with Microsoft Office Suite, Google Workspace, Adobe Acrobat, database management systems, and other software applications used in housing program administration.

    Minimum Qualifications

    • Bachelor's degree from an accredited college or university in public administration, social work, human services, nonprofit management, planning, business administration, or a related field.
    • Two (2) years of progressively responsible professional experience administering housing programs, rental assistance programs, affordable housing initiatives, case management, or a closely related field.
    • An equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities required to successfully perform the essential functions of the position may be considered.

    Preferred Qualifications

    • Experience administering Housing Choice Voucher (Section 8), state-administered rental assistance, or other affordable housing programs.
    • Experience working with the Colorado Department of Local Affairs Division of Housing or HUD-funded programs.
    • Experience using housing management software or case management systems.
    • Bilingual proficiency in Spanish and English is highly desirable.
