About the Role

The Housing Programs Supervisor – Permanent Subsidies is responsible for directly supervising a team of Supportive Housing Case Managers and/or Aftercare Case Managers who serve individuals and families in Permanent Supportive Housing Programs, the Family Bridge Program, and other housing where intensive wraparound services would not otherwise be available. The goal is to support participants in maintaining their permanent housing using Harm Reduction, Trauma Informed Care, Positive Youth Development, and nonviolent crisis intervention practices.

Responsibilities

  • Directly supervises Case Managers in the permanent subsidies programs.
  • Participates in hiring, onboarding, performance evaluations, and disciplinary decisions for supervised staff.
  • Provides recommendations regarding hiring, termination, promotion, and compensation decisions that carry significant weight.
  • Oversees staff workload distribution, scheduling, and performance accountability.
  • Supports the Housing Programs Manager in overseeing day-to-day operations of the programs.
  • Facilitates and documents weekly one-on-one supervision with each Case Manager and facilitates regularly scheduled team meetings in collaboration with the Housing Programs Manager.
  • Assists with tenant emergencies, conflict mediation, and ensuring adherence to safety protocols.
  • Gains knowledge of and assists staff in coordinating referrals to community resources, services, and support systems.
  • Ensures that Case Managers complete intake and eligibility documentation, annual paperwork, service plans, and outcome surveys.
  • Participates in the Manager on Duty (MOD) rotation of coaching and supporting staff 24 hours a day for the week on call.
  • Monitors staff onboarding/orientation, training, and performance to ensure compliance with all grant-required trainings.
  • Ensures data collection, site procedures, staff training, and other activities align with grant requirements and agency standards.
  • Ensures the timely and accurate entry of all required data and produces required reports in accordance with grant and agency standards.

Program Development

  • Works with the Housing Programs Manager and management team to develop effective programs and operations.
  • Participates in various Program Manager and Manager trainings, teams, and meetings to represent program perspective and ensure implementation of agency-wide philosophies of care and procedures.
  • Plans and implements groups, activities, and celebrations with staff and program participants.
  • Supports staff in developing and implementing curriculum to support program participants.

Community Relations

  • Coordinates internally with other departments to manage the day-to-day needs and strengths of program participants.
  • Builds and maintains relationships with landlords.
  • Supports Case Managers in finding units and mediating between landlords and participants to resolve issues impacting tenancy.

Other Duties

  • Adheres to the Code of Conduct and Core Values of Connections for the Homeless and performs job duties using operational frameworks of Trauma Informed Care and Harm Reduction.
  • Performs other duties as assigned.
  • Ensures staff are in compliance with all grant-required trainings.

Requirements

  • Deep understanding of principles of harm reduction and trauma-informed care, and the impact of severe mental illness on individuals and their families.
  • Experience working with populations who are experiencing homelessness.

Qualifications (Highly Desirable)

  • LCSW or LCPC certification.
  • Master’s degree in social work or related field or equivalent experience.
  • Experience with private and public grant management, including metric and budget development.
  • Bilingual Spanish/English.
  • 2+ years of supervisory or team leadership experience in human services or a related field.

Other Requirements

  • Valid Illinois Driver’s License and ability to drive regularly as an essential function of the position.
  • Must maintain an acceptable driving record consistent with agency insurance requirements.
  • Work is performed in community-based settings and may involve exposure to individuals experiencing crisis, behavioral health challenges, or housing instability.
  • Flexible schedule – may be required to attend after-hours meetings or respond to emergencies.
  • Able to work independently and with diverse populations.
  • Excellent speaking, writing, and interpersonal skills.
  • Employment is contingent upon successful completion of a criminal background check and verification of tuberculosis screening consistent with agency and funder requirements.
