About the role
The Human Resources Coordinator I under the Assistant Superintendent of Human Resources Department leads and manages the District's complaint processes and supports key human resources functions to ensure compliance with federal and state laws, District policies, and professional standards.
Responsibilities
- Receive, monitor, and manage all complaints filed under Title IX, UCP, and other District complaint processes
- Coordinate receipt, referral, and resolution of complaints from staff, families, and community members
- Conduct prompt, thorough, and impartial investigations in accordance with legal timelines
- Interview staff, parents, and other parties as necessary
- Prepare clear, comprehensive written reports, determinations, and correspondence
- Ensure implementation and monitoring of corrective actions and remedies
- Maintain strict confidentiality, neutrality, and professionalism throughout all processes
- Ensure District compliance with: Title IX regulations, California Uniform Complaint Procedures (UCP), District Board Policies and Administrative Regulations, and applicable federal and state laws
- Aid in the administration of District human resources programs as assigned
- Support effective conflict resolution at the site and district levels
- Provide guidance to site administrators and departments regarding complaint procedures and response protocols
- Design and deliver professional learning focused on: Legal compliance, Complaint procedures, Investigations, Progressive employee discipline, Communication & Community Engagement
- Serve as the primary point of contact for complainants, respondents, and stakeholders
- Develop and maintain effective working relationships with staff, families, and community members
- Support a culture of trust, transparency, and responsiveness across the district
- Support development and revision of Board Policies and Administrative Regulations related to complaints and personnel practices
- Monitor trends and recommend improvements based on data, findings, and best practices
Requirements
- Bachelor's degree required
- Master's degree preferred
- California Administrative Services Credential required
- Experience conducting investigations (Title IX, HR, or legal)
- Experience in public school systems or related field desirable
- Teaching, student services, and/or site administration experience desirable
- Title IX Investigator training preferred
- Bilingual highly desirable
Qualifications
- Education: Bachelor's degree required, Master's degree preferred
- Experience: Experience conducting investigations (Title IX, HR, or legal), experience in public school systems or related field desirable, teaching, student services, and/or site administration experience desirable
- Knowledge: Title IX regulations, California Education Code and Uniform Complaint Procedures, human resources practices in public education, applicable federal and state employment laws
- Skills & Competencies: Demonstrated commitment to high standards of ethics and professionalism, strong investigative, analytical, and problem-solving skills, excellent written and verbal communication, ability to manage sensitive and complex situations with integrity, strong interpersonal and conflict resolution skills, commitment to equity, inclusion, and student-centered practices
Benefits
BCSD offers a competitive compensation package including:
- SALARY: $155,410 - $188,734 Annually, 223 days (max salary includes longevity & education stipends)
