Affirmative Civil Enforcement (ACE) Investigator

About the role

The ACE Investigator position at CGS involves assisting a large Federal agency initiative in providing assistance for fraud detection and investigation in areas such as healthcare, contracting, and grants.

Responsibilities

  • Generate new investigations and continue with ongoing investigations involving fraud in healthcare, contracting, and grants.
  • Meet with ACE attorneys and designated agency personnel to generate fraud investigations.
  • Perform a variety of ancillary investigations-related services in direct support of assigned fraud investigations.
  • Utilize electronic databases to identify documents, witnesses, and physical evidence.
  • Prepare reports on the progress of investigations for use by AUSAs and supervisory attorneys.
  • Analyze large-scale hard-copy and electronic data to develop investigative leads and determine their relevance.
  • Gather and analyze facts including witness statements, timelines, and scientific or technical data.
  • Examine books, ledgers, payrolls, cost reports, billing statements, invoices, correspondence, computer data, and other records.
  • Develop and refine proof required to assist in determining legal responsibility for violations.
  • Assist with in-person and/or telephonic interviews of witnesses, depositions, and sworn witness examinations.
  • Prepare and serve subpoenas for documentary materials, interrogatory answers, or witness testimony.
  • Determine proof required to affix responsibility for violations and devise methods for obtaining, preserving, and presenting evidence.
  • Plan, schedule, and conduct investigations, and identify any required resources.
  • Attend meetings and trainings as required.

Qualifications

  • Computer Skills: Ability to use MS Word, MS Excel, MS Outlook, MS Access, and other databases; experience with document review/management platforms such as Relativity; ability to analyze spreadsheets of claims data; skill in using docketing software.
  • Experience: Extensive knowledge and skills in investigative techniques and fraud detection.
  • Communication Skills: Professional and effective interaction with all levels of staff; ability to meet deadlines and work as a team player.
  • Legal Knowledge: Understanding of all applicable federal, state, or local laws.
