About the Role
We are seeking qualified candidates for an Administrative Manager XI position in the Energy Service. This role works under the direction of a high-level manager and is subject to the Management Appraisal of Performance Plan (MAPP) for salary placement and adjustments.
Responsibilities
- Oversee the County's Greenhouse Gas (GHG) inventory and development of the Municipal Climate Action Plan.
- Coordinate with departments and state agencies to gather data for accurate GHG emissions analysis, identifying progress and opportunities for reduction.
- Develop strategies and best practices for cost-efficient GHG reduction.
- Coordinate efforts across County departments, including the Chief Sustainability Office, to reduce Scope 1, 2, and 3 GHG emissions.
- Identify and develop capital sources, including state/federal grants, utility incentives, and public-private partnerships (e.g., Energy Saving Performance Contracts, Energy Services Agreements) to facilitate GHG reduction projects.
- Develop and implement Master Agreements and Contracts to enable GHG reduction projects.
- Coordinate with state agencies on GHG emissions analysis.
- Prepare and submit applications for state/federal grants or utility incentives to meet County and Departmental energy and climate goals.
- Plan, assign, direct, and evaluate the work of a specific area.
- Propose resolutions to policy issues and problems.
- Direct the preparation of special projects and reports.
- Oversee budget and other reports for the Division.
- Monitor efficiency and effectiveness, recommend solutions, and implement approved changes.
- Advise top departmental management on problems, recommend solutions, and implement approved actions.

Requirements
- Five (5) years of experience developing and implementing at least one energy, environmental, or sustainability program*, including directing budget, personnel, fiscal, or administrative functions for either:
- A large public agency serving a minimum of 75,000 constituents, or
- A large corporate or public agency organization with at least 1,000 employees.
- Experience must also include at least one of the following:
- Successfully applied for and managed a state, federal, or utility grant in energy efficiency, renewable energy, or clean transportation valued at least $5 million, or
- Managed projects in energy efficiency, renewable energy, or clean transportation valued at least $10 million.
- A valid California Class C Driver License or the ability to use alternative transportation for job-related functions.
*Energy, environmental, or sustainability programs must include one of the following:
- Greenhouse Gas inventory and reduction
- Energy Saving Agreements or Energy Saving Performance Contracts
- Transportation electrification
- Solar, battery storage, and microgrid technologies
- Green building certification program
Desirable Qualifications
Additional points may be awarded for the following:
- Additional years of experience beyond the minimum requirements.
- A bachelor’s degree or higher in Environmental Science, Sustainability, Resource Conservation, Environmental Engineering, or a closely related field from an accredited institution.
- Successfully applied for, secured, and managed a state or federal grant valued at least $20 million in energy efficiency, renewable energy, or clean transportation.
- Successfully developed legislation and appropriations enabling state or federal grant funding valued at least $20 million in energy efficiency, renewable energy, or clean transportation.
- Experience working with California Air Resources Board (CARB), South Coast Air Quality Management District (SCAQMD), California Energy Commission (CEC), Strategic Growth Council (SGC), and/or California Public Utilities Commission (CPUC).
- Experience developing and entering into Public-Private Partnerships (P3s) to finance portfolios worth at least $5 million in combined energy projects with documented energy, fuel, and emissions savings.

Schedule
This position follows a 5/40 work schedule (five days a week, 40 hours total).
Location
The position is located in the Energy Management Systems Section of the Internal Services Department at 1100 N. Eastern Avenue, Los Angeles, CA 90063.
Assessment Process
The examination will consist of a 100% weighted evaluation of training and experience based on application information and a supplemental questionnaire. Candidates must achieve a passing score of 70% or higher to be placed on the eligible list for twelve (12) months.
