About the role

This is skilled work involving the operation of heavy-duty tandem trucks, or similar type equipment. Incumbents perform heavy manual labor when not operating equipment. Work involves responsibility for operating a piece of medium sized equipment in area of assignment. Work may also involve hauling supplies and materials to and from the work site; following a regular route; performing minor maintenance on equipment; and performing heavy manual labor.

Responsibilities

  • Operates tandem trucks involved with street, sewer, and water line maintenance and construction work, hauling pipe, rip rap, brush, trees, limbs, sludge, bio-solids and other materials to and from work sites.
  • Responsible for hauling equipment with a tandem axle equipment trailer to the work sites such as backhoes, track loaders, and ditch jacks.
  • Completes daily log and weekly reports on work completed; maintains supplies.
  • Communicates with suppliers, police, other departments and the public regarding needed materials and supplies or work to be performed; responds to calls.
  • Affords assistance to semi-skilled laborers, skilled laborers and crew leaders with laying rocks, pipes, pouring concrete, performing patch work, running chain saws, flagging traffic, setting out cones and traffic signs, cutting pipes, setting grade, reading maps, making repairs and installations to sewer lines, restoring and landscaping grounds, and other assigned responsibilities.
  • Performs daily pre-trip inspections; loads fuel and oil; checks air pressure; maintains a maintenance manual; performs minor routine maintenance and repairs on vehicle/ equipment; schedules preventive maintenance and repair to equipment; cleans and maintains equipment.
  • May utilize the following equipment while performing essential functions: tandem axle dump truck, tandem axle trailer, loader, roller, jack hammer, shovel, pick, and rake, ditch jacks, whacker, asphalt tamp, ductile and chain saw, asphalt cutting wheel, radio, pipe wrench, hand tools, level, ladder, grease gun, and other related equipment.
  • May perform the work of an Equipment Operator III or Supervisor in their absence.
  • May assist with the cleaning of equipment.
  • May assist with the maintenance of equipment and buildings.
  • May assist other counties during natural disasters.

Requirements

  • Minimum Education, Training And Experience: Graduation from high school or a GED is desired, and experience operating medium sized equipment such as tandem dump trucks, or any equivalent combination of education, training and experience that demonstrates the following: knowledge of city streets and their accessibility due to tonnage; knowledge of the operation and preventive maintenance requirements for tandem dump trucks, rollers, street sweepers or other medium sized equipment; knowledge of traffic and safety laws and regulations involved in operating medium sized equipment, transporting equipment, and operating in high traffic areas; knowledge of Solid Waste Collection guidelines pertaining to bulky waste collection or area of assignment; knowledge of materials and equipment used in performing essential functions; knowledge of construction, maintenance and repair procedures, processes, and methods in the division; ability to operate assigned medium sized equipment safely and in accordance with traffic laws and ordinances; ability to perform preventative maintenance plus minor repairs or adjustments on equipment; ability to understand and follow oral and written instructions and carry them through to completion; ability to perform heavy manual labor; ability to lead and instruct subordinate employees; and, skill in the operation of medium sized equipment.
  • Necessary Special Requirements: Possession of a valid Commercial Class A Driver’s License.

Qualifications

  • Desired Qualifications: Possession of an Alabama Department of Environmental Management Collection System Certification. Completion of the CSU-Sacramento class “Operations and Maintenance of Collection Systems, volumes 1 & 2”.

  • Miscellaneous: The City of Huntsville offers a comprehensive benefit program to all full-time employees. For most benefits, a 30-day waiting period from date of eligibility will apply.
  • Medical Insurance: All eligible and ACA eligible employees may enroll in the City of Huntsville’s group health plans administered by Blue Cross Blue Shield of Alabama; Blue Card PPO and High Deductible PPO. Benefits include medical/surgical, prescription coverage, and more.
  • Mental Health/Substance Abuse: A mental health benefit and substance abuse program is offered through Behavioral Health Systems, Incorporated (BHS). These benefits are included as part of the group health plan. Services may be accessed by contacting BHS. A designated Care Coordinator for the City of Huntsville can assist with referrals to network providers.
  • Dental Plan: The City offers a dental plan administered by Delta Dental Insurance Company to eligible full-time employees. This plan offers coverage for Preventive and Diagnostic Services, Basic and Major Services, and Orthodontic coverage (for dependent children under the age of 19.) A deductible of $50 per person/calendar year applies for Basic and Major Services. The deductible is waived for Diagnostic and Preventative services and a plan maximum of $2,000/year/covered patient. Orthodontics carries a $2,000/lifetime max/patient.
  • Vision Plan: The City’s vision plan is offered and administered by Vision Service Plan (VSP). VSP provides vision benefits, co-pays for eye exams, frames, and eyeglass lenses, as applicable, and an allowance for contact lenses. The plan also offers exclusive Member Extras for additional savings.
  • Retirement: The City’s retirement plan is administered by the Retirement System of Alabama (RSA). Participation is mandatory for all regular full and part-time employees. Employees contribute a percentage of their salary to the plan. The City contributes a percentage as determined by RSA.
  • Life Insurance: The City provides a $20,000 group life insurance policy to all full-time employees through Lincoln Financial Insurance Company. Eligible employees are covered after completing one full day of work and coverage is provided at no-cost to the employee. Additional benefits may apply in the event of accidental death or dismemberment.
  • Disability Insurance: The City provides a limited long term disability policy for eligible employees with one year of service, but less than ten years of service. There is no cost to the employee for this coverage. After ten years of service, disability benefits may be requested through the Retirement System of Alabama (RSA).
  • Voluntary Life / AD&D: The City offers eligible employees an optional voluntary term life insurance benefit. Employees may apply to purchase additional term life insurance for self, spouse, and eligible dependents. Guarantee issue amounts are available if voluntary life benefits are elected within 30 days of eligibility. Premiums for employee and spouse are based upon age. Child Life is a flat rate based on the level of coverage. The City also offers an optional voluntary accidental death & dismemberment insurance plan. Employees may purchase insurance for self or family. The plans are administered by Lincoln Financial Insurance Company.
  • Sick Leave: Sick leave accrual is 4 hours per pay period for all eligible City employees. There is no accrual maximum for employee sick leave.
  • Annual Leave: Annual leave for eligible employees is accrued as follows: less than 10 years = 4 hours per pay period; 10 to 15 year
