About the role
The Employment Development Department (EDD) is one of the largest State departments, connecting millions of job seekers and employers to build California's economy. The Tax Branch has immediate openings for three Field Tax Auditors in the Bay Area Audit Office's Oakland Audit Crew 1 and 2. This role may be filled at either the Tax Auditor or Associate Tax Auditor level.
As a Field Tax Auditor, you will conduct in-person payroll tax audits and investigations for California-based companies, ensuring compliance with employment tax laws. You will work closely with business owners, review financial records, determine proper worker classification, and prepare detailed audit reports. This role plays a crucial role in promoting fair business practices and ensuring workers receive entitled benefits.
This position is headquartered in Oakland, CA, and may be eligible for hybrid telework under EDD's policy. Employees must reside in California to telecommute per California Government Code Section 14200 and are required to report to the headquarters office as needed. Travel expenses are the employee's responsibility.
Responsibilities
- Receive on-the-job and formal training.
- Conduct in-person payroll tax audits and investigations for California-based companies.
- Apply provisions of the California Unemployment Insurance Code, California Code of Regulations, Title 22, California Labor Code, and California Unemployment Insurance Appeals Board decisions.
- Interact with business owners and/or their representatives to understand business operations and internal controls.
- Interview workers and contractors to determine proper classification.
- Gather information to determine correct classification of workers and wages.
- Examine financial records to reconcile reported taxes with employer payroll reports.
- Prepare detailed audit reports to support findings and recommendations.
- Explain audit findings to business owners and/or their representatives.
- Attend meetings and participate in Branch and Division-sponsored trainings.
Requirements
Candidates must meet the Minimum Qualifications stated in the Classification Specification for Tax Auditor, Employment Development Department or Associate Tax Auditor, Employment Development Department.
A Statement of Qualifications (SOQ) is required as part of the application package.
Pay
- Tax Auditor: $4,695.00 - $6,173.00 (Range A) or $5,805.00 - $7,632.00 (Range B) per month. New hires start at the minimum salary of the classification or alternate range.
- Associate Tax Auditor: $6,646.00 - $8,740.00 per month.
- Tax Auditors may be eligible for Recruitment Hiring Above Minimum (HAM) salary rate of $5,528 per month (Range A hires only).
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025).
