Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience
- (In addition to meeting time and grade) you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Duties
- The incumbent serves as a Supervisory Program Application Specialist (PAS) within the Health Administration Service (HAS), providing direct leadership in the HAS to include Business Office functions (Eligibility - Enrollment - Patient Travel - Emergency Room administration - Medicine - Surgery - and Dermatology schedulingPrimary Care and OptometryRehab schedulingMental Health Clinic support to include the Community Based Outpatient Clinics (CBOCs)Assess the productivity - effectiveness - and efficiency of program operations and to analyze and resolve problems in the staffing - effectiveness - and efficiency of administrative support - staff activities and technical hardware - equipment and software applications.
- The incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
- Coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization.
- Constitutes a major duty occupying at least 25% of the position's time - as incumbent provides administrative and technical supervision, typically at leas four (4) or five (5) positions.
- Plans and carries out projects to improve the efficiency and productivity of the Medical Center Area of HAS.
- Identifies - analyzes - and makes recommendations to resolve problems and situations that may require substantially altering existing systems or establishing criteria.
- Responsible for planning and scheduling ongoing production-oriented work on a quarterly and annual basis - or direct assignments of similar duration.
- Adjusts staffing levels or work procedures within their organizational unit(s) to accommodate resource allocation decisions made at higher echelons.
- Plans work to be accomplished by subordinates - set and adjust short-term priorities - and prepare schedules for completion of work.
- Assigns work to subordinates based on priorities - selective consideration of the difficulty and requirements of assignments - and the capabilities of employees.
