Responsibilities

  • Decide the methodologies to use in achieving work goals and objectives and review work for timeliness, accuracy, and compliance with performance standards.
  • Advises cyber planners on how to integrate Navy and DoW cyber community standards and processes into cyberspace options development plans to address threat vectors and ill-defined vulnerabilities.
  • Provides comprehensive analytical assessments, including metrics to indicate the status of program parameters, and presents the findings of studies to persuade leadership to adopt new procedures.
  • Led the team in coordinating, synchronizing, and deconflicting cyberspace options development in support of real-time and future cyberspace operations, as well as exercises.
  • Provides authoritative assessments and recommendations for optimizing quick responses to mission-critical cyber contingencies.
  • Leads team members in the continuous assessment of strategies, policies, and processes to identify and develop requirements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must successfully complete a pre-employment drug test (including marijuana).
  • Must be able to travel on military and commercial aircraft for extended periods of time.
  • Must obtain and maintain a U.S. Passport.
  • Must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must obtain and maintain a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).

Qualifications

  • Directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.
  • Experience interpreting and applying joint fires and effects doctrine, tactics, techniques, and procedures and fires policies.
  • Experience devising, justifying, and refining an optimized and operationally responsive program to identify, develop/acquire, implement Offensive Cyberspace Planning supporting all phases of full spectrum cyberspace operations.
  • Experience analyzing, identifying, and coordinating staff/material requirements during planning for targeting efforts and overseeing targeting processes for operations and exercise planning.
  • Experience analyzing and measuring the effectiveness of targeting efforts and adapting those techniques to measure and improve effectiveness of targeting efforts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
