Supervisory General Engineer.

Serves as Chief of the Engineering Services Division, providing a full range of real property and facilities design engineering, construction, maintenance, energy conservation, and related engineering services for the installation.

Responsibilities

• Supervises the activities of specialists, engineers, architects, and other technical personnel engaged in engineering activities.
• Represents the DPW at conferences and meetings with government and non-government representatives, activities, and firms; conducts briefings on a variety of engineering-related aspects and topics.
• Oversees the administration and management of the base support contract for engineering, housing, and logistical activities, including establishing policies, reviewing performance, and providing acceptance of contractor services.
• Maintains close and continuous contacts with Department of Public Works (DPW) division chiefs to exchange information on operational requirements, problems, and accomplishments; obtains support necessary to ensure smooth operations.
• Directs the establishment and implementation of internal policies, operating procedures, and control systems.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• Requires completion of a Financial Disclosure OGE Form 450.
• This position has been designated "Mission Essential." In the event of severe weather conditions or other emergencies, the incumbent is required to report to work or remain at work as scheduled.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probationary period to assess supervisory duties is required unless previously completed.
• Temporary Duty or business travel requirement of 5% of the time.
• Appointment to this position is subject to a one-year probationary period unless previously met as described in 5 CFR Part 11.
• Must be a U.S. Citizen.

Qualifications

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement

For Supervisory General Engineer:

• Degree: Bachelor's degree (or higher degree) in engineering. The program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
  • statics, dynamics;
  • strength of materials (stress-strain relationships);
  • fluid mechanics, hydraulics;
  • thermodynamics;
  • electrical fields and circuits;
  • nature and properties of materials (relating particle and aggregate structure to properties); and
  • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure – Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  • Written Test – Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
  • Specified academic courses – Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified above.
  • Related curriculum – Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience

To qualify based on your work experience, your resume must describe at least one year of experience equivalent to the next lower grade/level position in the federal service (GS-13), including:

• Serving as a senior technical authority directing the engineering operations, maintenance, and programs for a portfolio of real property facilities and infrastructure.
• Leading technical assessments and engineering evaluations to resolve highly complex or unprecedented facility design, construction, and operational challenges.
• Directing the preparation, review, and approval of engineering designs, technical specifications, Scopes of Work, and Performance Work Statements for high-value or mission-critical contracts.
• Ensuring organizational compliance with federal, state, and industry engineering codes, standards, and regulatory frameworks across all facilities and execution programs.
• Exercising formal supervisory authority to lead a professional or technical workforce, including managing staff performance, executing recruitment and hiring actions, and directing formal disciplinary and award determinations.

No substitution of education for experience is permitted for this position.

Foreign Education

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.
