About the Role

You will serve as the Director of USAG-Hawaii's Hawaii Infrastructure Task Force (HITF), exercising full authority for management decisions related to housing, engineering, and environmental activities. You will oversee the administration and management of the base support contract for engineering and housing activities, including establishing policies, reviewing performance, and providing acceptance of contractor services.

You will evaluate and interpret directives and policy instructions regarding assigned and proposed programs, making recommendations on feasibility for accomplishment. You will provide final technical decisions concerning the quality of services provided, prepare reports, studies, presentations, and plans, and determine the procedures and techniques to be used in accomplishing program responsibilities.

You will provide leadership by establishing and maintaining effective management processes and a work environment conducive to the effective integration of technical functions.

Responsibilities

Oversee the administration and management of the base support contract for engineering and housing activities.
Establish policies, review performance, and provide acceptance of contractor services.
Evaluate and interpret directives and policy instructions regarding assigned and proposed programs; make recommendations on feasibility.
Provide final technical decisions concerning the quality of services provided.
Prepare reports, studies, presentations, and plans; determine procedures and techniques for program responsibilities.
Establish and maintain effective management processes and a conducive work environment for technical functions.
Manage a diverse array of engineering operations and services, including design, construction, and maintenance of structures, facilities, and utilities.
Work on projects with contractors regarding planning and execution.

Requirements

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
May be required to perform Temporary Duty Travel (TDY).
Position is designated as a "Key Position" IAW AR 690-8; may not be filled by Ready Reservist.
Responsible for exercising judgment in making or recommending Government decisions or actions impacting nonfederal enterprises (Section II, AR 600-50).
Must annually file a Confidential Financial Disclosure statement (OGE-450).
Must be a U.S. Citizen.
Direct Deposit of Pay is required.
Must submit a Public Financial Disclosure Report (OGE 278) or Confidential Financial Disclosure Report (OGE-450) upon entry and annually thereafter.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
This position requires a 1-year probationary period.
Supervisory probationary period may be required.

Qualifications

Basic Requirement for Supervisory General Engineer:

Degree: Bachelor's degree (or higher) in engineering. The program must:
- Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
  - statics, dynamics;
  - strength of materials (stress-strain relationships);
  - fluid mechanics, hydraulics;
  - thermodynamics;
  - electrical fields and circuits;
  - nature and properties of materials (relating particle and aggregate structure to properties); and
  - any other comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, or electronics).
Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering; and
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one branch of engineering.
The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)).
- Successful passage of the Fundamentals of Engineering (FE) examination or other written test required for professional registration.
- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the specified courses.
- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience under professional supervision.

Specialized Experience: One year of specialized experience which includes managing a diverse array of engineering operations and services to include design, construction, and maintenance of structures, facilities, and utilities, and working on projects with contractors regarding planning and execution. This experience must be equivalent to the next lower grade/level position in the federal service (GS-14).
