SUPERVISORY GENERAL ENGINEER.

This position is a supervisory role within the Air National Guard (ANG) Logistics and Installations Directorate, subject to provisions of the DoD Priority Placement Program. Disclosure of political appointments is required. The work is performed primarily in an office setting, with frequent travel to bases, workshops, and other organizations. Incumbent may be required to work irregular schedules, overtime, evenings, weekends, and holidays. Travel on short notice via government or commercial vehicles and aircraft is required, with potential changes in routing due to mission or organizational needs.

Responsibilities

  • Plans, organizes, and directs the activities of a branch within the Operations Division, ensuring compliance with legal and regulatory requirements for facility and infrastructure design, construction, operation, and maintenance.
  • Exercises supervisory personnel management responsibilities.
  • Directs and manages the execution of the Military Construction Program (MCP) and Sustainment, Restoration, and Modernization (SRM) programs.
  • Represents the ANG Operations Division with installation and functional area organizations.
  • Develops and implements ANG policies and guidance related to facility engineering, including design, construction, operations, and sustainment.
  • Files an OGE Form 450, Confidential Financial Disclosure Report, annually.

Requirements

  • U.S. Citizenship is required.
  • Males must be registered for Selective Service (www.sss.gov).
  • If authorized, PCS will be paid in accordance with JTR and AF Regulations, and may require signing a CONUS agreement.
  • Possession of a bachelor’s degree in Engineering or Architecture from an ABET-accredited program, or equivalent education and experience as outlined by OPM standards.
  • Registration as a Professional Engineer (PE) or Architect is required.
  • Must be able to obtain and maintain the appropriate security clearance.
  • One-year supervisory probationary period is required if not previously met.

Qualifications

To qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

Basic Requirements:

  • Degree in Engineering from an ABET-accredited program, or a combination of education and experience that includes differential and integral calculus and advanced courses in five of the following seven areas:
    • Statics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials
    • Comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, electronics)
  • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
  • Completion of at least 60 semester hours in physical, mathematical, and engineering sciences.
  • Related curriculum in an appropriate scientific field (e.g., engineering technology, physics, architecture) with at least one year of professional engineering experience under supervision.

Specialized Experience:

  • At least one year of specialized experience at the GS-13 level or equivalent, including:
    • Expertise in multi-disciplinary professional engineering and architectural theories, principles, and concepts.
    • Ability to resolve unique or novel problems, provide expert advice to senior officials, and execute significant projects in facility-related construction, sustainment, restoration, and modernization.
    • Knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE), budgeting systems, and financial controls.
    • Professional and technical knowledge of the DoD Military Construction Program (MCP) and Sustainment, Restoration, and Modernization Program (SRM).
    • Knowledge of health, safety, and environmental requirements as outlined in applicable standards and regulations.

Federal Time-in-Grade (TIG) requirement: One year at the GS-13 level is required for the GS-14 level. TIG applies if currently in a GS position or held one within the previous 52 weeks.

Skills

  • Comprehensive knowledge of advanced multi-disciplinary engineering and architectural principles.
  • Ability to apply experimental theories to resolve complex problems and innovate standard practices.
  • Expertise in DoD budgeting, financial systems, and regulatory restrictions on fund expenditures.
  • Proficiency in automated data processing concepts and systems.
  • Strong oral and written communication skills, with the ability to maintain effective working relationships.
  • Ability to plan, organize, and direct functions, mentor staff, and adjust work operations to meet program objectives.
  • Analytical skills to interpret rules, regulations, and procedures, and recommend timely solutions.
  • Coordination with other engineering disciplines and architects.

Credit will be given for unpaid, part-time, or volunteer work, including experience through National Service Programs (e.g., Peace Corps, AmeriCorps). Transcripts are required if qualifying based on education and must be from an institution accredited by the U.S. Department of Education. Foreign education credentials must be evaluated for equivalency.
