Supervisory General Engineer.

Duties assigned to a large installation.

Responsibilities

• Serves as the Director, Directorate of Public Works.
• Directs the work of an organization responsible for compliance with all applicable environmental, natural, cultural, and archaeological federal, state, and local laws.
• Administers the base support contract for engineering, housing, and logistical activities.
• Manages and controls programs and operations through more than two lines of supervision.

Requirements

• 25% TDY (temporary duty travel) is required.
• This position requires a drug test due to the Top Secret Clearance requirement.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Requires a Top Secret clearance.
• This is an Installation Management Command (IMCOM) Civilian Executive Development Assignment Program (CEDAP) designated position. Individuals selected must sign a CEDAP agreement as a condition of employment.
• An essential element of CEDAP is mobility across geographic, functional, and organizational lines. Incumbents are subject to regularly occurring management-directed reassignments.
• Must submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually thereafter.
• This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one-year probationary period to assess supervisory duties is required unless previously completed.
• U.S. citizenship is required.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Supervisory General Engineer:

• Degree: Bachelor’s degree (or higher) in engineering. The program must:
  • Lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • statics, dynamics;
    • strength of materials (stress-strain relationships);
    • fluid mechanics, hydraulics;
    • thermodynamics;
    • electrical fields and circuits;
    • nature and properties of materials (relating particle and aggregate structure to properties); and
    • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure (e.g., current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)).
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences (including the courses specified above).
  • Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision.

Specialized Experience:

One year of specialized experience which includes:

• Directing the work of an organization in compliance with applicable laws such as environmental, natural, cultural, and archaeological federal, state, and local laws;
• Providing services to an assigned organization such as maintenance, master planning, real property management, environmental protection, housing, and facility construction and operation;
• Developing long-range plans with leadership to accomplish mission requirements;
• Providing advice to leadership on matters pertaining to activities such as logistical, housing, and environmental.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). No substitution of education for experience is permitted for this position.

Foreign Education:

If using education completed in foreign colleges or universities to meet qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university.
