Job Function

Supervises, plans, organizes and directs the functions and activities of a project management section to ensure that all Energy Delivery capital project and/or program deadlines, budget planning & forecasting requirements, construction standards, governmental standards and service levels are met or exceeded upon closure of projects. Provides direction, technical knowledge, expertise, guidance and support to Project Managers. Provides direct support to the Manager, Project & Program Management on any departmental and/or Energy Delivery assignments and requirements. Serves as a mentor to Project Managers.

Essential Functions

• Plans, organizes, coordinates, supervises, and directs the functions and activities of the Project Managers to provide support to major Energy Delivery capital projects and/or programs.
• Provides technical knowledge, expertise and guidance to the Project & Program Management Department.
• Evaluates progress and performance of the Department and the results obtained and implements actions necessary to achieve/maintain project and/or program scope, schedule, and budget.
• Initiates, assigns, conducts, reviews, and approves project scope, schedule, budget, allocation of risks and contingencies for projects.
• Works with internal stakeholders to determine annual and multi-year targets and plans for program work.
• Affirms progress and performance of Project Managers and makes recommendations regarding performance actions necessary to accomplish project and/or program objectives.
• Maintains/expedite progress on projects and programs by working with internal and external parties.
• Serves as a technical consultant to the Department, Division, Process Area and other management in the Company.
• Manages and administers all personnel matters of the Department, including performance appraisals and interviews; recognition of employee achievements; and disciplinary actions.
• Ensures the safety and coordinates the training of all personnel under supervision.
• Supports the Manager, Project & Program Management in the development of systems, processes, procedures, and other activities as needed to facilitate the smooth and effective functioning of the Department.
• Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

  Basic Qualifications

  • Knowledge Requirements: 4-year college degree required. Advanced college degree is preferred. Extensive knowledge of the principles and practices of: project management, program management, standards development, engineering and construction practices associated with electric utility facilities and systems normally acquired through extensive professional project management experience. Project Management Professional (PMP) Certification from a nationally recognized organization such as the Project Management Institute (PMI), highly desirable. Licensed Professional Engineer in Civil, Structural, Mechanical, or Electrical branch or certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP) is preferred.
  • Skills Requirements: Project Management: Must possess ability to manage multiple large extremely complex electric utility type of projects with minimal or no supervision or direction, within a very high-pressure environment. Ability to conceptualize new ideas quickly. Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy.

    Experience Requirements

    • Several (3-5) years of supervisory experience is desirable.
    • Extensive (8+ years) experience as a project manager, construction manager, designer, or engineer, with large complex projects, preferably within the electric utility industry.
    • Several (3-5) years of project management experience for small to large engineering/construction projects.
    • Several years (3-5) years of experience with the regulatory, social, public affairs (neighborhood boards, community groups, government agencies, political leaders, media, etc.) processes involved with land use issues.

    Pay

    The hiring range for the Supervising Project Manager [Req ID 10578] position is $109,900.00 to $142,600.00. The person selected will be placed according to his/her skills and qualifications.
