PROJECT MANAGER II - OAHU

This position is located in Downtown with the Department of Transportation, Highways Division.

Pay

$6,728 - $8,187 per month (SR-26, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

About the Role

Positions in the Project Manager Series are responsible for the supervision and/or performance of professional work in planning, organizing, managing, implementing, and evaluating specific projects on behalf of a department. This includes ensuring all project products identified in the scope are delivered on time and within budget, as well as performing related administrative duties such as managing project budgets, developing and monitoring contracts, and creating status reports.

At Level II, this role may function as either:

• A full supervisor over a unit or team of lower-level positions engaged in professional project management work.
• A senior project manager responsible for highly complex projects due to their extensive scope and impact on the State of Hawaii.

Examples of highly complex projects include those that require:

• Oversight and coordination of multiple interdisciplinary project teams.
• Combining the interests of State, federal, local, and/or private stakeholders.
• Major statewide impact.
• Large budgets and complex financing sources (e.g., Capital Improvement Project funds).
• High risk to the project team and/or State (e.g., hazardous material remediation, political pressures, controversy, heavy public/media interest, endangered species).
• Many unknowns (e.g., undefined requirements, overly broad scope).
• Coordination of multiple consultants and contractors.
• Heavy time constraints.

Responsibilities

• Determine project and program priorities.
• Oversee all project components from conception to implementation.
• Work directly with project staff and consultants to ensure appropriate resource utilization and adherence to implementation schedules, including operational changes and updates.
• Visit work sites to monitor project progress.
• Request and allocate resources needed for timely completion of all phases, upgrades, and modifications.
• Participate in discussions with stakeholders to determine functionality needs.
• Communicate effectively with stakeholders to ensure adherence to project expectations, milestones, and deliverables.
• Conduct procurement procedures to hire consultants and contractors as required.
• Manage contracts to ensure compliance with contractual commitments and obligations.
• Oversee all project tools, information, and document libraries.
• Coordinate functional management activities, including business process analysis and re-engineering.
• Maintain records and documentation pertaining to project decisions and significant modifications.
• Coordinate and manage end-user testing.
• Facilitate the development, implementation, and communication of new policies and procedures.
• Provide advisory support to stakeholders and project staff.
• Serve as a resource to community organizations and others concerned with project implementation and potential impacts.
• Evaluate and refine operating procedures to improve project execution.
• Plan, assign, and schedule work assignments of the unit.
• Conduct training activities for staff.
• Prepare correspondence and reports.
• Evaluate the work performance of subordinates.

Requirements

• Bachelor's degree from an accredited four-year college or university.
• Four and one-half (4-½) years of progressively responsible professional experience in planning, directing, managing, monitoring, and evaluating projects, including:
  • Determining project goals, scope, deliverables, timelines, costs, and resources.
  • Leading project teams.
  • Administering budgets and contracts.
  • Tracking project progress to ensure milestones are met on time and within budget.
  • Documenting project progress.
  • Identifying metrics for project evaluation.
• Supervisory aptitude (actual supervisory experience is not required, but strong evidence of necessary abilities and/or potential is).
• Valid driver's license at the time of appointment.
• Legal authorization to work in the United States as a citizen, national, permanent resident alien, or eligibility under federal law for unrestricted employment.
