About the role
Parsons is seeking a Senior Subcontract Administrator to support complex programs within the U.S. Intelligence Community (IC).
Responsibilities
- Serve as the primary subcontract administrator for assigned IC-related subcontracts.
- Represent Parsons in internal and external forums, including with government contracting and security representatives.
- Provide senior-level subcontract support to Security & Sustainment, including preparing, analyzing, and evaluating bids and proposals.
- Lead complex subcontract negotiations of terms and conditions, pricing, milestones, and other key elements.
- Administer a variety of subcontract types in the Intelligence Community environment, including Cost Plus, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour, Indefinite Delivery/Indefinite Quantity (IDIQ), and Commercial agreements.
- Develop and apply supplier evaluation criteria specific to IC requirements.
- Negotiate and manage teaming agreements, NDAs, and proprietary data agreements.
- Conduct comprehensive cost and price analysis of bids and proposals.
- Advise program management and leadership on contractual rights and obligations, risk identification and mitigation strategies, and flow-down of prime contract, security, and information assurance requirements.
- Ensure all subcontract documentation is compliant with Parsons policies and procedures, CPSR requirements, and applicable IC, DoD, and agency-specific acquisition and security requirements.
- Maintain awareness of regulatory and policy changes affecting IC procurement.
- Oversee subcontractor setup processes, including verification of clearances, collection of required documentation, and submission of approvals.
- Prepare, maintain, and audit accurate tracking records and subcontract files.
- Attend and participate in PMRs and program reviews.
Requirements
- Bachelor’s degree in Business Administration, Supply Chain, Contracts, or a related field.
- Minimum of 6 years of relevant experience in procurement and subcontract administration, preferably supporting IC, DoD, and national security programs.
- Strong knowledge of various contract types, including FFP, FFP LOE, FFP, T&M, Labor Hour, IDIQ, GWACs, and commercial contracts.
- In-depth understanding of FAR, DFAR, GSAR, TINA requirements, associated clauses and provisions, and NISPOM.
- Experience with CPSR compliance and ERP/procurement software.
- Proven ability to work effectively in a classified environment, including coordination with Program Security Officers, Facility Security Officers, and Information Assurance/IT personnel.
Desired Skills
- Experience negotiating and managing subcontracts for IC, DoD, and other federal national security clients.
- Familiarity with Deltek Costpoint or similar ERP/procurement software.
- Experience supporting major proposal efforts to IC customers and transition/startup of new IC programs.
- Experience with multi-tier subcontractor environments and cleared teammates.
Pay
Commensurate with experience.
Schedule
Hybrid position with an on-site requirement of at least three days per week.
