About the role

Serve as Civil Air Patrol - United States Air Force (CAP-USAF) Regional Program Manager. Responsibilities include analyzing and validating performance, assigning and approving missions, assessing risk and risk management programs, and ensuring continued operational viability and compliance of CAP wings with the Congressionally mandated Cooperative Agreement (CA) that supports CAP activities.

Responsibilities

• Analyze, validate performance, assign, and approve missions for CAP wings.
• Assess risk and manage risk management programs.
• Ensure compliance with the Congressionally mandated Cooperative Agreement (CA) supporting CAP activities.
• Manage a multi-million dollar grant to a federal recipient, including financial management practices, budget procedures, and supply processes.
• Use analytical methods, processes, and computer support software (databases, spreadsheets, websites) to analyze program operations.
• Instruct and evaluate CAP programs, projects, and activities to ensure proper region-level risk identification and management, and grants oversight.
• Pilot general aviation aircraft on a recurring and regular basis in support of the CAP-USAF mission.

Requirements

• Must be a U.S. civilian.
• Must be able to obtain and maintain a Secret clearance.
• This position has been designated by the Air Force as a Testing Designated Position.
• Rated officer experience is critical to the success of the mission.
• Must pass an aviation class 2 physical/medical examination.
• Must possess and maintain an FAA Medical Certificate Second Class or better.
• Must meet and maintain CAP-USAF requirements to pilot general aviation aircraft.

Qualifications

• 1500 total flight hours (Flight Logs are mandatory).
• 250 Pilot-In-Command hours.
• 75 night flying hours.
• 75 flight hours of instrument time (at least 10 hours must be in actual instrument conditions).
• 500 instructor hours.
• 100 hours flying time in the last 12 months.
• Knowledge of and skill in operating complex general aviation (GA) aircraft in both an Air Force and GA environment.
• Knowledge of Air Force programmatic responsibilities as they relate to the CAP and the Cooperative Agreement.
• Basic knowledge of federal grants management responsibilities.
• Skills needed to instruct and evaluate CAP programs, projects, and activities.

Desired Experience

• Knowledge of AFNORTH Search and Rescue (SAR), Defense Support to Civil Authorities (DSCA), and Homeland Security (HLS) missions and their integration.
• Experience guiding CAP units on mission planning, execution, and support.
• Grants management training and technical expertise.

Pay

Salary range: $116,000 – $131,000.
