QA/Test Manager III (EHR Implementation)

About the role

The State of Texas is seeking an experienced QA/Test Manager III to lead the quality assurance strategy and testing activities for a large-scale Electronic Health Record (EHR) SaaS implementation. The ideal candidate will have extensive experience managing end-to-end QA efforts, including EHR testing, data migration validation, ETL testing, functional testing, integration testing, regression testing, UAT, defect management, vendor coordination, and healthcare compliance.

This role will collaborate with program leadership, business stakeholders, IT teams, and vendors to ensure the successful delivery of a high-quality healthcare solution while maintaining data integrity, regulatory compliance, and project standards.

Responsibilities

• Lead QA strategy, planning, execution, governance, and reporting for the EHR implementation.
• Manage functional, integration, regression, system, ETL, data migration, and UAT testing.
• Validate EHR workflows including clinical, pharmacy, scheduling, billing, medications, documentation, and patient records.
• Oversee data migration validation, reconciliation, ETL testing, and interface testing (HL7/FHIR).
• Coordinate testing activities with vendors, business users, and cross-functional teams.
• Manage defect lifecycle, testing metrics, risk reporting, and release readiness.
• Develop and maintain test plans, test cases, traceability matrices, and testing documentation.
• Ensure SaaS configuration changes and vendor releases are fully tested.
• Utilize Azure DevOps, ALM, Jira, or similar QA management tools.
• Ensure compliance with HIPAA, healthcare regulations, audit standards, and project governance.

Requirements

• 11+ years of experience as a QA/Test Lead or QA/Test Manager.
• Strong experience with EHR/Healthcare SaaS application testing.
• Extensive experience in data migration, ETL testing, data validation, and reconciliation.
• Hands-on experience with functional, integration, regression, system, and UAT testing.
• Experience validating clinical, pharmacy, scheduling, billing, and patient workflows.
• Expertise in interface testing, inbound/outbound data feeds, and downstream reporting.
• Strong experience creating test plans, test cases, traceability matrices, and test evidence.
• Experience coordinating testing across vendors and multidisciplinary teams.
• Proficiency with Azure DevOps, Jira, or ALM.
• Experience working in Agile and Hybrid environments.

Preferred Qualifications

• 6+ years supporting EHR implementations.
• Knowledge of HL7, FHIR, CCD/A, ICD, and CPT healthcare standards.
• Strong understanding of HIPAA, healthcare privacy, security, and compliance.
• Previous experience supporting State or Public Sector Healthcare projects.
