About the Role
Texas Health and Human Services Commission is seeking an experienced QA Lead/Manager to provide overall leadership for quality assurance strategy, planning, execution, and governance for a large-scale Electronic Health Record (EHR) SaaS implementation. This individual will take ownership of the testing effort and serve as the primary QA contact for program leadership, IT teams, vendors, clinical stakeholders, and business users.
Responsibilities
- Lead the overall QA strategy, planning, governance, and execution for the EHR SaaS implementation.
- Develop and maintain testing approaches, schedules, resource plans, and QA governance standards.
- Serve as the primary QA point of contact for program leadership, business stakeholders, IT teams, clinical users, and vendors.
- Report testing progress, risks, metrics, defects, and readiness to project leadership.
- Ensure defects are documented, prioritized, resolved, retested, and validated before deployment.
- Lead data migration and conversion testing from legacy EHR and ancillary systems.
- Validate patient, clinical, pharmacy, billing, and historical records for accuracy, completeness, and reconciliation.
- Review and test ETL processes, data mappings, validation rules, and reconciliation reports.
- Conduct pre-load and post-load validation, record-count comparisons, field-level verification, and exception analysis.
- Coordinate testing for interfaces, inbound and outbound data feeds, and downstream reporting impacts.
- Lead functional testing across clinical, scheduling, orders, medications, documentation, pharmacy, and billing modules.
- Validate end-to-end workflows across clinicians, nurses, pharmacy personnel, registration teams, and administrative users.
- Oversee system, integration, regression, and user acceptance testing (UAT).
- Ensure SaaS configuration changes and vendor releases are thoroughly tested.
- Partner with clinical and business SMEs to develop UAT scenarios and test cases.
- Lead UAT execution, defect triage, remediation, validation, and sign-off activities.
- Create and maintain test plans, test cases, requirements traceability matrices, testing evidence, and audit documentation.
- Track defects and test execution through tools such as Azure DevOps, ALM, or Jira.
- Support manual and automated testing approaches where appropriate.
- Ensure all testing documentation meets compliance, audit, privacy, security, and project delivery standards.
Requirements
- At least 11 years of experience in each of the following areas:
- QA/Test Lead or QA/Test Manager responsibilities.
- Data validation, data migration, and ETL testing.
- Functional testing across EHR modules, including clinical, scheduling, orders, medications, documentation, and billing.
- Validating end-to-end workflows across clinical and administrative user groups.
- Data migration and conversion testing involving legacy EHR and ancillary systems.
- Validation of patient, clinical, pharmacy, billing, and historical records.
- Testing SaaS configuration changes and vendor releases.
- Coordinating the testing of interfaces, inbound and outbound data feeds, and downstream reporting.
- Creating and maintaining test plans, test cases, traceability matrices, and test evidence.
- Coordinating testing with vendors and multidisciplinary teams.
- Using test management tools such as Azure DevOps, ALM, or Jira.
- Working in Agile and/or hybrid delivery environments.
Preferred Qualifications
- 6+ years of EHR implementation experience involving clinical, pharmacy, and billing workflows.
- Knowledge of healthcare data standards, including:
- HL7
- FHIR
- CCD/CCDA
- ICD
- CPT
- Understanding of HIPAA, healthcare privacy, security, and government compliance requirements.
- Experience supporting state government or public-sector healthcare systems.
