Project Procurement Senior Manager

Lead a high-performing Project Procurement organization supporting a multi-billion-dollar project business. This role provides strategic and operational leadership for all project procurement activities across the region, ensuring execution excellence from order placement through project completion while delivering best-in-class performance in safety, quality, schedule, cost, cash flow, and customer satisfaction.

Responsibilities

• Develop and execute the regional Project Procurement strategy aligned with business growth objectives.
• Lead the evolution of the Project Procurement organization to support increasing business complexity and future growth.
• Build a culture focused on accountability, collaboration, innovation, customer satisfaction, and operational excellence.
• Translate business strategy into organizational priorities and measurable performance objectives.
• Drive continuous transformation of procurement processes, systems, governance, and organizational capabilities.
• Lead, coach, and develop a high-performing organization of approximately 30 procurement professionals through multiple Team Leaders.
• Create an environment of engagement, accountability, collaboration, and continuous learning.
• Establish succession planning and leadership development programs.
• Build organizational capability through talent acquisition, mentoring, performance management, and career development.
• Provide overall leadership for procurement activities throughout the project lifecycle including:

  • Documentation management
  • Commercial issue resolution

  • Final project closeout
• Ensure procurement activities consistently meet project commitments regarding schedule, budget, cash flow, quality, safety, and customer expectations.
• Establish standardized procurement processes across all projects.
• Drive best practices and operational discipline throughout the organization.
• Develop meaningful KPIs and performance dashboards.
• Improve productivity through Lean principles and continuous improvement initiatives.
• Lead digital transformation initiatives involving procurement systems, reporting, automation, and analytics.
• Promote standard work and process compliance while encouraging innovation.
• Strengthen strategic supplier relationships and executive-level engagement.
• Monitor supplier quality, delivery performance, and commercial competitiveness.
• Drive supplier performance improvement initiatives.
• Support supplier development and qualification activities.
• Act as the senior procurement leader supporting Project Directors, Project Managers, Commercial Leaders, Engineering, Finance, Quality, Planning, Construction, and Global Sourcing.
• Provide strategic guidance on procurement planning, commercial risk, supplier strategy, cost optimization, schedule recovery, escalation management, and executive decision making.
• Ensure compliance with company procurement policies and procedures.
• Maintain strong governance throughout procurement execution.
• Identify, assess, and mitigate procurement risks.
• Support contract strategy and commercial negotiations.
• Ensure audit readiness across procurement operations.
• Drive ethical sourcing and regulatory compliance.
• Drive business performance through cost optimization, cash flow management, forecast accuracy, budget adherence, productivity improvements, procurement savings, and claims mitigation.

Requirements

• Bachelor’s degree in business, Engineering, Supply Chain, Operations, or related discipline.
• Minimum 15 years of progressive experience in Procurement, Supply Chain, Project Management, or EPC execution.
• Minimum 8 years leading large procurement organizations.
• Demonstrated experience leading managers and developing leadership teams.
• Experience supporting large-scale industrial, infrastructure, energy, or EPC projects.
• Experience operating within a complex global matrix organization.
• Strong commercial and contractual knowledge.
• Excellent communication and executive presentation skills.
• Fluent English; French is a plus.
• Ability to travel 50% of the time.
• Excellent Excel and PowerPoint skills; Power BI is a plus.

Preferred Qualifications

• MBA or Master's Degree.
• CPSM, CIPS, PMP, or equivalent professional certification.
• Experience with SAP and digital procurement platforms.
• International project procurement experience.
• Experience managing organizations of 20+ procurement professionals.
• Knowledge of high-voltage electrical equipment, EPC execution, construction, logistics, and supplier quality.

Pay

For Canada: base salary range of $120,000.00 – $151,000.00 CAD annually. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for a 10% performance bonus/variable incentive compensation/equity.

For U.S. based positions: pay range between $119,700.00 and $199,400.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. Bonus eligibility includes a discretionary annual bonus.
