Program Analyst, Journeyman - Test Planning and Management - PRTR

Duties and Responsibilities

• Assists project/test leaders in identifying potential issues impacting service quality, risk management, and opportunity identification.
• Tracks project/test cost, schedule, and percent completion for assigned task orders.
• Maintains burn rates against budgetary expectations.
• Prepares project/test cost vs. schedule variance reports for each task order and communicates findings to TRAX management and the Government.
• Creates initial task order entries into the task order tracking module of TEBS and archives entries upon completion.
• Supports project/test leadership in creating long- and short-term plans, including setting milestones and adhering to deadlines.
• Makes recommendations based on multiple project options.
• Serves as a liaison between project teams to ensure synergy and effective collaboration.
• Communicates progress updates to leadership.
• Adjusts project/test schedules and targets as needed.

Qualifications

• BA/BS Degree in Business Administration, Technical Management, or a related field from an accredited college or equivalent experience.
• Seven (7) years of experience as a Program Analyst.
• Demonstrated project coordination and management skills.
• Advanced data analysis skills, including the ability to extract meaningful insights from complex datasets.
• Expertise in developing cost estimates and performing financial analysis.
• Demonstrated technical writing skills, with the ability to communicate complex information effectively.
• Solid understanding of test planning and reporting processes.
• Advanced statistical analysis skills, including the ability to perform statistical modeling and data mining.
• Demonstrated leadership and mentoring skills, with the ability to guide and develop junior-level staff.
• Proficiency in project management software (e.g., Microsoft Project) and data analysis tools (e.g., Tableau, Power BI).
• Demonstrated communication and interpersonal skills to collaborate effectively with T&E teams.
• Proven ability to think critically and solve complex problems within a T&E program context.

Physical Qualifications

• The work of this position is performed in an environmentally controlled office environment.
• Must be capable of sitting and entering data on a computer keyboard for extended periods of time.
• Must be able to view a computer monitor for extended periods of time.
• Must be capable of lifting 25 lbs. unassisted.
