About the role

One Federal Solution is seeking a Program Analyst III to provide senior-level strategic, technical, financial, programmatic, and administrative support for Science and Technology (S&T) initiatives.

Responsibilities

  • Lead planning and execution support for S&T initiatives, conducting special studies, coordinating multi-disciplinary teams, and providing senior-level recommendations to align programs with Naval needs.
  • Support TRA and MRL activities and act as a technical liaison with key stakeholders (PEOs, SYSCOMs, OSD, etc.)
  • Conduct detailed financial analysis, develop and maintain fiscal metrics, and track program performance.
  • Support all phases of financial planning and budgeting for S&T fiscal submissions, including the POM process.
  • Prepare financial summaries, reports, and briefings for data calls, Mid-Year Reviews, and other leadership activities.
  • Provide analytical and administrative support to ensure smooth day-to-day operations, including developing and evaluating internal SOPs for audit readiness, tracking and routing data calls and correspondence, and managing administrative functions.
  • Provide specialized support which may include ensuring stakeholder awareness of IT initiatives for Code 53, or serving as the Telecommunications Service Control Officer for Code 53 (as assigned).

Requirements

  • Ability to critically analyze complex information, identify core problems, evaluate potential solutions, and make data-driven recommendations.
  • Proven ability to liaise effectively with senior military, government, and civilian personnel.
  • Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (e.g., FMR, FMPM).
  • Superior written and verbal communication skills, with experience preparing briefs, reports, and official correspondence for senior leadership.

Qualifications

This position requires a Master's degree in Finance, Business Administration, Public Policy, or a related field from an accredited institution and at least ten (10) years of recent experience in program management, financial analysis, or management consulting within the Department of Defense (DoD) or Department of the Navy (DON).

Desired Additional Qualifications

  • Direct experience supporting ONR, the Naval Research Enterprise, or a similar S&T organization.
  • Familiarity with DoD property accountability regulations and FIAR standards.
  • Proficiency with Navy ERP (or similar financial management systems) and Microsoft Power Apps.
