About the role
The Air Force Civilian Service (AFCS) is seeking a full-time Program Analyst, GG 0343-13, to serve as a Program Analyst for the Secretary of the Air Force, Concepts, Development, and Management Office - Mission Partner Capabilities Office (SAF/CDMX), AF Concepts, Development & Management Office, Fort Washington, Maryland.
Responsibilities
- Analyze, develop, and document detailed operational and system requirements in accordance with defined processes.
- Serve as a US Battlefield Information Collection and Exploitation System (BICES) Requirements Analyst.
- Support long-range planning efforts by developing detailed schedules and adapting strategies to changing environments.
- Resolve daily challenges to ensure capability needs are successfully delivered to warfighters.
- Collaborate across various organizations to coordinate requirements for the Intelligence Community, Combatant Commands, and foreign partners.
Requirements
- Must be a U.S. Citizen
- Must obtain and maintain a “Top Secret” security clearance with access to Sensitive Compartmented Information (SCI)
- May be subject to Counterintelligence Polygraph testing
- Must sign an Air Force-wide mobility agreement
- Knowledge of Department of War (DoW) Planning, Programming, Budgeting & Execution (PPBE) and related policies
- Knowledge of military program goals, operational events, and relationships between entities
- Knowledge of DoW and Joint Staff organizations, operational capability requirements development processes, and the Joint Capabilities Integration and Development System (JCIDS)
- Ability to assess and improve plans and programs using diverse intelligence support structures
- Expert knowledge of Management and Program Analysis series relative to Research, Development, Testing and Evaluation
- Experience functioning as a Contracting Office Representative (COR)
- IT Infrastructure Library skills in Capability Development
Qualifications
- Knowledge of military program goals, the sequence and timing of key operational events, and the relationship of entities involved in overall program planning
- Knowledge of DoW and Joint Staff organizations, operational capability requirements development processes, and the Joint Capabilities Integration and Development System (JCIDS)
- Expert knowledge of Management and Program Analysis series relative to Research, Development, Testing and Evaluation
- Experience functioning as a Contracting Office Representative (COR)
- IT Infrastructure Library skills in Capability Development
- Highly Desired Expert Knowledge Education and/or experience with the Management and Program Analysis series relative to Research, Development, Testing and Evaluation
