Procurement Specialist I

About the role

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

Responsibilities

• Process requisitions, purchase orders, and competitive bids for general and specialized commodity areas such as equipment, material and supplies.
• Negotiate and procure less complex commodity and simple service procurements under the department's delegation.
• Confer with end users and vendors to obtain product information, such as price availability, and delivery schedule for equipment, material and supplies.
• Aid in specification development and bid evaluations.
• Communicate with clients in the development of projects, planning or procurements and scheduling of procurement activities.
• Determine appropriate supply source in adherence to procurement-related statutes, administrative codes and Procurement Manual.

Requirements

• Bachelor’s degree from an appropriately accredited institution, or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or
• Equivalent combination of education and experience.

Qualifications

Knowledge: Working knowledge of general procurement and purchasing procedures and regulations of the State of North Carolina.

Skills: Working knowledge of the economics, market condition and methods of transportation, procurement, and supply management.

Abilities: Ability to communicate in verbal and written form.

Skills

North Carolina Contract Manager Certification or ability to obtain within 1 year.

Pay

Salary Grade Range: $41,206 - $72,113

Recruitment Range: $41,206 - $56,000

Schedule

The position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours.
